Speaking at the opening of the conference, Secretary of the Provincial Party Committee Nguyen Huu Nghia emphasized: In the first 6 months of the year, under the leadership and drastic direction of the Provincial Party Executive Committee and the Standing Board of the Provincial Party Committee, the active participation of the entire political system, the support, joint efforts and consensus of the People and the business community, the Resolution of the 13th National Party Congress and the Resolution of the 19th Provincial Party Congress continue to be institutionalized and deployed synchronously with the province's key political tasks. The economy continues to recover and grow. The State budget revenue reached nearly 21,000 billion VND. The investment attraction and businesses development have achieved positive results. The people's material and spiritual lives continue to improve. Social security is guaranteed. National defense, security, social order and safety are maintained. However, besides that, there are still many limitations, difficulties and weaknesses. Comrade Secretary of the Provincial Party Committee requested that members of the Provincial Party Executive Committee focus on discussing and clarifying more deeply the results achieved, limitations, weaknesses, shortcomings, causes, and lessons learned. On that basis, propose tasks and solutions that need to be focused on leadership and direction in the last 6 months of the year, especially on performing public investment plans and disbursement of public investment capital; improving the investment and business environment and enhancing competitiveness; state budget revenue and expenditure management; restructuring the agricultural sector and building advanced new-style rural areas and model new-style rural areas; implementing the Provincial Planning approved by the Prime Minister...

At the conference, delegates researched, reviewed and discussed reports on the Party building work, socio-economic development situation in the first 6 months of the year and main directions, tasks and solutions in the last 6 months of 2024; the report on adjustments and supplements to the 5-year medium-term public investment plan for the period 2021 - 2025; the plan for using sources to increase provincial budget revenue in 2023; the report of the Standing Board of the Provincial Party Committee on the establishment of Subcommittees of the 20th Hung Yen Provincial Party Congress, term 2025 - 2030; the report on the implementation of tasks of the Standing Board of the Provincial Party Committee between the 31st and 32nd meetings of the Provincial Party Executive Committee.

Next, under the direction of comrade Tran Quoc Van, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, delegates focused on discussing as follows: Accelerating the implementation of the public investment plan in 2024; land management, site clearance and environmental pollution treatment; training high-quality labor resources for the province's industrial parks; fighting all types of crime, ensuring security and order; arranging administrative units...

After review and discussion, the conference unanimously approved the content of the documents: the Conclusion on leadership in implementation of socio-economic development tasks in the last 6 months of 2024; the Conclusion on adjusting and supplementing the 5-year medium-term public investment plan for the period 2021 - 2025; the Plan for using additional provincial budget sources; the Decision to establish Document Subcommittee, Service Organization Subcommittee, Personnel Subcommittee of the 20th Hung Yen Provincial Party Congress, term 2025 - 2030; preliminary reporting on the Party building work in the first 6 months of the year, directions and tasks for the last 6 months of 2024; the Report on the implementation of tasks of the Standing Board of the Provincial Party Committee between the 31st and 32^nd meetings of the Provincial Party Executive Committee.

Speaking at the conclusion and closing of the conference, Secretary of the Provincial Party Committee Nguyen Huu Nghia requested: In the last 6 months of the year, sectors, localities and units will focus heavily on site clearance and public investment capital disbursement, strive to disburse 100% of the public investment capital plan in 2024; promote the attraction of investment projects, especially large-scale, high-tech projects; innovate working practices and styles, raise the sense of responsibility, spirit of serving the People and compliance with the law of officials, civil servants and public employees; stabilize the political system at the grassroots level after arranging administrative units; well prepare to organize the Party Congresses at all levels for the 2025 - 2030 term. On behalf of the Provincial Party Executive Committee, the Secretary of the Provincial Party Committee called on the entire Party, the entire people, and the entire army of Hung Yen province to continue to unite, unify, uphold the sense of responsibility, boost potential and advantages, strive to overcome difficulties and challenges, and determine to complete and exceed goals and tasks in 2024, creating a solid foundation to ensure successful implementation of the Resolution of the 19th Provincial Party Congress, contributing to the successful implementation of the Resolution of the 13th National Party Congress.
