11/09/2023 | lượt xem: 4 in: The Circular guides a number of contents on urban development program On 08/9/2023, the Ministry of Construction issued Circular No. 06/2023/BXD guiding a number of contents on urban development program. Accordingly, the Circular provides guidance on the content, documents, organization of preparation, appraisal, approval, adjustment, publication and storage of urban development program. The Circular applies to state management agencies, organizations and individuals participating in activities related to urban development program. According to the Circular, the Urban Development Program includes 4 contents: Content of the provincial urban development program; content of urban development program for centrally-run cities; content of the urban development program for cities and towns under the province or centrally-run cities and towns under the district; content of the urban development program in the area expected to form a new urban area. * The record of the provincial-level urban development program includes: - General explanatory report, summary report; - Drawings are at an appropriate scale so as not to exceed A0 paper size, fully showing symbols, annotations and colors to distinguish development stages on the basis of approved provincial planning drawings, including: Diagram of the entire province's urban system according to current urban classification, for each 5-year and 10-year period, including provincial urban areas, newly established and adjusted urban administrative unit boundaries; diagram determining the location of frame technical infrastructure projects, provincial-level key technical infrastructure works and other projects specified in Clause 3, Article 3 of this Circular; - Appendices include: The list, roadmap and plan for implementing urban classification, establishment and adjustment of urban administrative unit boundaries and the list of urban areas that need to complete urban classification criteria to implement the plan to develop the provincial urban system in each 5-year, 10-year period, concretizing each year in the first 5-year period of the program; the list of key programs, plans and projects to gradually carry out sustainable urban development; the priority list of urban development investment projects specified in Clause 3, Article 3 of this Circular; relevant documents, tables, and data sheets. * The record of urban development program for cities and towns under provinces or centrally-run cities includes: - General explanatory report, summary report; - Drawings are at an appropriate scale so as not to exceed A0 paper size, fully showing symbols, annotations and colors to distinguish development stages on the basis of approved general urban planning drawings, including: Diagram of current land use status and current status of urban-level technical and social infrastructure projects; location map and boundaries of newly established wards (if any) or adjusted administrative boundaries; distribution diagram of the areas specified in Points a and b, Clause 3, Article 5 of this Circular; location map and boundaries of urban development investment projects specified in Clause 5, Article 5 of this Circular; diagram of technical infrastructure works according to urban level. In case the urban development program has identified an urban development area according to the provisions of Point b, Clause 3, Article 5 of this Circular, the dossier must include drawings made according to the provisions of Points a, b Clause 4 Article 10 of this Circular; - Appendices include: Roadmap and plan for implementation of urban classification, establishment and adjustment of boundaries of urban administrative units, wards and list of areas expected to expand wards or establish new wards that is necessary to complete urban classification criteria (if any) in each 5-year, 10-year period, and specifying each year in the first 5-year period of the program; the list of areas identified according to urban planning and construction implementation roadmap; the list of key programs, plans, and projects to gradually implement sustainable urban development; the list of priorities for urban development investment projects specified in Clause 5, Article 5 of this Circular; relevant documents, tables, and data sheets. * The record of urban development program for towns under the district includes: - General explanatory report, summary report; - Drawings are at an appropriate scale so as not to exceed A0 paper size, fully showing symbols, annotations and colors to distinguish development stages on the basis of approved general urban planning drawings, including: Diagram of current land use status and current status of urban-level technical and social infrastructure projects; diagram of the first phase implementation area; diagram identifying priority projects on urban technical and social infrastructure; diagram of distribution of areas specified in Points a and b, Clause 3, Article 5 of this Circular (if any). In case the urban development program has identified an urban development area according to the provisions of Point b, Clause 3, Article 5 of this Circular, the dossier must include drawings made according to the provisions of Points a and b, Clause 4, Article 10 of this Circular; - Appendices include: The list, roadmap and plan for implementing urban classification, establishment and adjustment of urban administrative unit boundaries and the list of urban areas that need to complete urban classification criteria to implement the plan to develop the provincial urban system in each 5-year, 10-year period, concretizing each year in the first 5-year period of the program; the list of key programs, plans and projects to gradually implement sustainable urban development (if any); the priority list of urban development investment projects specified in Clause 5, Article 5 of this Circular; relevant documents, tables, and data sheets. In addition, the Circular also specifically regulates the organization of preparation, appraisal and approval of urban development program; announcement and archive of urban development program; integration of urban development areas in urban development program; adjustment of urban development program. The Circular takes effect from November 10, 2023.
