At the beginning of the session, Ms. Tran Thi Tuyet Huong, Vice Chairwoman of the Provincial People's Council, reported summarizing the results of discussions in the group in the afternoon of July 10, 2024. As a result of the discussion in 05 groups, 79 delegates attended and there were 24 opinions. The delegates showed a high sense of responsibility to voters, contributed many practical opinions, and made comprehensive and objective assessments of the contents presented at the Session. Delegates highly appreciated the results achieved in socio-economic development in the first 6 months of 2024, and requested relevant agencies to pay attention to the following contents: The construction and development of production area models that ensure the standards of growing areas management, ensure the quality of exported agricultural products, strengthen guidance and professional training for people, businesses and local officials on the regulations of importing countries, meet the requirements of ensuring hygiene and food safety; request the province to pay attention to financial support to carry out repair and maintenance of irrigation works systems managed at district and commune levels; continue to support and increase resources for communes to focus on completing the criteria to reach the finish line in building advanced new-style rural areas and model new-style rural areas; request the province to review and adjust the clean water supply zoning and have a management mechanism to coordinate the total clean water source from surplus businesses to lacking businesses to meet the needs of people and businesses; request the province to pay attention to directing localities to coordinate with investors to speed up site clearance work, at the same time direct the speeding up of auction progress of sand mines in the province to create a source of construction materials for projects in the area; propose to adjust and increase the collection of extra tuition fees in schools to ensure adequate remuneration for teachers who directly teach extra lessons, ensure school management, and contribute to improving the quality of teaching and learning in the local area; propose allocating investment funds for vocational schools to meet the labor needs of businesses, research and promulgate policies to attract high-quality vocational training schools to invest in the province and support policies, human resource training...

Next, under the direction of Standing Vice Chairman of the Provincial People's Council Le Xuan Tien, Directors of Departments: Planning and Investment, Transport, Labor - War Invalids and Social Affairs, Construction, Education and Training responded to voters' opinions and recommendations and questions from Provincial People's Council's delegates on such issues as: the disbursement of public investment capital in the first 6 months of 2024, difficulties, limitations, causes and solutions to promote disbursement of public investment capital to ensure assigned targets; detailed allocation of capital planned for 2024 for investment projects; the difficulties, problems, and specific solutions for projects that have lasted for many years, exceeding the prescribed implementation time; the progress of preparation, appraisal, submission for approval, construction implementation, site clearance of key traffic projects of the province, difficulties and causes of slow implementation of key projects, lengthen or increase investment capital; manage and protect infrastructure and traffic safety corridors; handle "black spots", points with potential traffic accident risks; evaluate the results of implementing traffic projects under the medium-term public investment program until 2025; the implementation of subsidy policies for policy partners in the province; vocational training and development of high-quality human resources, job creation and the transition of labor from agriculture to industry; the solutions of the Labor sector in vocational training to meet the growing demand for labor resources of businesses in the province; the implementation of Resolution No. 181/NQ-HDND dated March 16, 2022 of the Provincial People's Council on approving the Housing Development Program of Hung Yen province to 2025 and with an orientation to 2030, especially the goal of social housing, housing for workers; state management of urban planning and urban development; the solutions of the Construction industry in implementing land funds for social housing development for investment projects to build commercial housing and urban areas according to the provisions of Decree No. 49/2021/ND- CP dated April 1, 2021 of the Government; current status of scale, network of schools, classrooms, facilities and equipment for teaching in the province; solutions to overcome the gap in quality between public and non-public education; vocational education and streamlining of students after junior high school and senior high school in the past and solutions in the future.

At the meeting, Standing Vice Chairman of the Provincial People's Committee Nguyen Le Huy, on behalf of the Provincial People's Committee, spoke to clarify the issues that voters and delegates of the Provincial People's Council are concerned about such as: the outstanding results in socio-economic development in the first 6 months of 2024 in terms of economic growth rate index, PCI index, investment capital attraction, industrial production index; plans for public investment, state budget revenues and expenditures, and arrangement of administrative units; a number of major tasks of the province have been actively implemented as follows: Submitting for the approval of Hung Yen Provincial master plan for the period 2021-2030, with a vision to 2050; the investment project to build the Ring Road No. 4 - Hanoi Capital Region ensures the required progress; the commencement of Tan Phuc - Vong Phan road project (intersecting with the provincial road No. 378).

At the same time, the Standing Vice Chairman of the Provincial People's Committee emphasized a number of key tasks for socio-economic development in the last 6 months of 2024 as follows: To urgently carry out propaganda and dissemination to all people, the immediate and long-term issues of the Provincial master plan; focus on concretizing and implementing well the motto "1 focusing - 2 strengthening - 3 promoting" and 8 key solution tasks to develop Hung Yen into the group of leading localities in the country; become a place worthy of living, contributing to the "Miracle of the Red River" under the direction of the Prime Minister at the conference announcing the Provincial master plan. To accelerate the progress of construction and development of a synchronous and modern socio-economic infrastructure system, build advanced new-style rural areas and model new-style rural areas. To focus on requesting the recognition of two districts, Van Giang and Phu Cu, as advanced new-style rural districts. To build and maintain the number of communes that have met advanced new-style rural standards and model new-style rural areas; strive to recognize 26 more communes meeting advanced new-style rural standards and 08 communes meeting model new-style rural standards. To drastically urge and support investors to accelerate the implementation progress of projects and works in the province, especially investment projects in industrial park infrastructure, industrial clusters, key projects and works. The People's Committees of districts, town and city focus on carrying out site clearance, compensation, and resettlement support in a timely and regulated manner for people, ensuring compliance with the law and harmonizing benefits of the State and people, minimizing adjustments to compensation plans, ensuring implementation progress. To manage and well conduct the collection and treatment of waste, domestic and industrial wastewater; take measures to completely prevent environmental pollution, especially in industrial parks and industrial clusters; accelerate implementation progress and attract investment in concentrated domestic waste treatment zones and facilities. To urgently submit for approval of the Provincial Land Use Plan for the period 2021 - 2025. Professional agencies under the Provincial People's Committee urgently review the contents of delegates' and voters' opinions and recommendations for many times but have not been completely resolved; advise the Provincial People's Committee on specific solutions and implementation time to further improve the quality of responding to opinions and recommendations of delegates and voters. To propose timely the amendments and supplements to the province's mechanisms and policies that are no longer appropriate to the actual situation; report to the Provincial People's Committee to report to the National Assembly and the Government to amend and supplement issues under the authority of superiors. For difficult issues that take a lot of time to resolve and do not have specific mechanisms or policies, they need to be clearly explained so that people can understand and sympathize.

Speaking at the end of the meeting, the Standing Vice Chairman of the Provincial People's Council emphasized: The last six months of 2024 is an important period of time to complete socio-economic development goals and targets in 2024 in particular and the 5-year period 2021-2025 in general. The contents decided at this meeting are very important for the immediate and long-term socio-economic development tasks of the province. It is recommended that the Provincial People's Committee and functional branches soon make a specific implementation plan and strictly implement the Resolutions of the session; the Boards of the Provincial People's Council, the delegates of the Provincial People's Council, the Provincial Fatherland Front Committee, the province's socio-political organizations and all people in the province continue to promote their role in monitoring and mobilizing people to implement the Resolution of the Provincial People's Council; the Provincial People's Council's delegates actively take the initiative in carrying out the responsibilities and duties of elected representatives; research, learn and grasp the realities of social life to promptly reflect and make recommendations from voters and people to the People's Council, the People's Committee and relevant agencies for resolution according to regulations.
