Summary of one year of removing "bottlenecks" in implementing Project 06

At the Hung Yen's bridge point the conference drew the attendance of Mr. Nguyen Duy Hung, Vice Chairman of the Provincial People's Committee, Standing Deputy Head of the Provincial Steering Committee for Digital Transformation.

According to a report from the Ministry of Public Security, after one year of implementing Official Letter No. 452/TTg-KSTT of the Prime Minister, the awareness and actions of all levels and sectors on digital transformation in general, implementation of Project 06 in particular have basically changed positively; all levels, sectors and localities have seen more clearly the current state of infrastructure, human resources, data, security and safety and completion requirements to meet the requirements of implementing Project 06. Government, Prime Minister pay close attention and direct closely and drastically to remove "bottlenecks" in implementing Project 06 with the goal of implementing the Project effectively and on schedule. Ministers, Heads of ministerial-level agencies, and Chairmen of the People's Committees of provinces and cities have also made specific solutions to carry out the tasks of their ministries, branches and localities.

The leadership and direction of implementing Project 06 has been focused and directed drastically by the Government, the Prime Minister, and the Deputy Prime Minister, demonstrated by 5 Directives and 2 Official Telegrams on enhancing network information safety and application of Project 06 to prevent and combat black credit crimes; incorporating the contents of Project 06 into the regular monthly Resolution of the Government...

The Government's Project Implementation Working Group promotes its permanent role, maintains monthly meetings and directly works with each ministry and branch to discuss solutions to remove difficulties and obstacles.

Besides, there are also shortcomings and limitations according to 6 "bottlenecks": law, online public services, technology infrastructure, data, security, safety and deployment resources.

Speaking at the conclusion of the conference, Prime Minister Pham Minh Chinh acknowledged and praised the efforts, and achievements of ministries, branches and localities in removing "bottlenecks" for the Project 06 and implementing Directive No. 18/CT-TTg to promote e-commerce development.

Prime Minister Pham Minh Chinh clearly pointed out the achieved results and also some shortcomings and limitations in the implementation process. The Prime Minister requested all levels and sectors to uphold the sense of responsibility, focus on completely handling bottlenecks and shortcomings, including urgently perfecting institutions to serve the development of population data and connectivity, data sharing in particular and national digital transformation in general. The Ministry of Public Security urgently completes the proposal to develop the Law on Personal Data Protection and the Data Law; coordinates with ministries and branches to review, research and amend legal documents on population management; agrees on a plan to thoroughly simplify 317 administrative procedures related to citizen data exploitation. To promote simplification and restructuring of administrative procedures to improve the quantity and quality of public services provided to the people; accelerate the progress of building the National Data Center, create a premise for developing and exploiting national databases and form a digital identification information warehouse for citizens and organizations in implementing administrative procedures; boost synchronous integration and connectivity between national databases to develop the Digital Government and promote regular, continuous and safe commercial transactions in the digital environment.
