Before the meeting, State President To Lam and delegates offered incense to commemorate President Ho Chi Minh at Uncle Ho's Memorial House; offered flowers at the Monument of General Secretary Nguyen Van Linh; laid wreaths and offered incense to commemorate heroic martyrs at the Provincial Martyrs' Monument.

Speaking at the meeting, comrade Dang Van Cao, former Secretary of the Provincial Party Committee and Ms. Truong Thi Tam, Hero of the People's Armed Forces, expressed their joy that comrade To Lam, an outstanding son of the Hung Yen homeland has been elected to hold the position of State President, at the same time wished him to continue to promote bravery and intelligence in his new position and responsibility, along with comrades in the Party Central Committee and the Politburo, the Secretariat to promote national traditions and lead to build the country firmly following the path chosen by the Party and Uncle Ho.

Speaking at the meeting, State President To Lam expressed his joy when he returned to visit the Party Committee, government and meet the people of Hung Yen after receiving his new assignment. He sent warm regards, wished for health, happiness and success to the provincial leaders through the ages, veteran revolutionary comrades, Vietnamese Heroic Mothers, and Heroes of the People's armed forces along with all officials, soldiers and people of Hung Yen province. At the same time, he sent best wishes to the teenagers and children of Hung Yen province on the occasion of International Children's Day - June 1.
