Speaking at the opening of the conference, Mr. Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council said: On June 10, 2024, the Prime Minister issued Decision No. 489/QD-TTg approving Hung Yen provincial master plan for the period 2021-2030, with a vision to 2050 (the Provincial master plan). The conference to announce the Provincial master plan and investment promotion is an event of particular importance for Hung Yen province, aiming to inform agencies, organizations, businesses, investors and all officials, Party members, and People about the basic contents of the Provincial master plan, especially the system of viewpoints, goals, development directions, and plans for organizing economic, social, defense, and security activities and technical and specialized planning options to develop Hung Yen province quickly and sustainably, becoming a modern industrial province; belonging to the strongly developed group, with the economic scale and development level among the leading groups in the country by 2030 and becoming a centrally-run city by 2050.

The provincial master plan sets a general goal that by 2030, Hung Yen will develop rapidly and sustainably, becoming a modern industrial province, with an economic scale and level of development among the leading groups in the country; synchronous and modern economic and social infrastructure system; industry belonging to the strong development group of the country; sustainable development following the green transformation trend based on the development of a circular economy and green economy; society develops in harmony with nature; cultural identity is preserved and promoted; the people's material and spiritual lives are improved; national defense and political security, social order and safety are guaranteed. Specific goals are as follows: GRDP growth rate is about 9.0%/year in the period 2021-2030; GRDP per capita by 2030 reaches 278 million VND; total social investment capital for the period 2021-2030 is about 700 trillion VND; goods export turnover reaches about 12 - 13 billion USD by 2030, the growth rate increases by 8.5 - 9.0%/year in the period 2021 - 2030; the urbanization rate by 2030 is about 60 - 65% and by 2050 it is about 80%; digital economy accounts for 35% of GRDP...

Regarding the vision to 2050, Hung Yen becomes a centrally-run city; a smart city, rich and beautiful, civilized, rich in cultural identity, fully promoting the core values ​​of ancient Pho Hien culture; as a worthy place to live in the Red River Delta; synchronous and modern infrastructure system; as the connection center between localities in the region and the whole country. National defense, security, social order and safety activities are firmly guaranteed; people have prosperous and happy lives.

The province also sets out key tasks and strategic breakthroughs to realize the Provincial master plan.

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized: The approved Hung Yen provincial master plan has concretized Resolution No. 30-NQ/TW dated November 23, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta until 2030, with a vision to 2045; demonstrated the desire of the Party Committee, government and people of Hung Yen province in realizing the goal of becoming a modern industrial province by 2030, with an economic scale and level of development in the leading group in the whole country; by 2050, Hung Yen will become a centrally-run city; a smart city, rich and beautiful, civilized, rich in cultural identity, fully promoting the core values ​​of ancient Pho Hien culture; as a worthy place to live in the Red River Delta.

The Prime Minister expressed his joy and noted the outstanding results of Hung Yen province, which demonstrates the province's spirit of saying goes together with doing, and committing goes together with implementing. Thereby, creating the Party's and State's trust in Hung Yen, and investors' trust in Hung Yen. Thanks to the traffic connection, Hung Yen is now closer to Hanoi City than some areas of Hanoi City to Hanoi City.

Emphasizing the importance of the master plan, the Prime Minister required leaders at all levels to innovate and have strategic vision, maximize strengths and find solutions to overcome difficulties. Planning must closely follow reality, pay attention to global issues, and take linkages as the foundation for development. To focus on placing people as the goal, have innovative thinking, mobilize all resources, ensure sustainability, and be consistent with the general development trend. There are five important tasks in planning implementation needing to be focused on in the coming time as follows: Developing programs and investment attraction lists; mobilizing social resources; having foresight and strategy; paying attention to urban planning and rural planning; maximizing human, natural, social, scientific and technological resources.

The Prime Minister requested the province to focus on mobilizing resources to implement the Provincial master plan; increase investment in human development; invest in Hung Yen's connection with other regions; boost strategic infrastructure development; develop high quality industry and services; beef up the application of science and technology. To achieve the goals in the Provincial master plan, Hung Yen needs to focus on the main tasks: Sticking to the Party's guidelines and policies, the State's policies and laws; proactively strongly improve the investment environment; maximize resources; optimize investment; promote digital transformation; economic transformation towards green and sustainability; comprehensive cultural and social development; attach importance to Party building; boost communication.

The Prime Minister also requested ministries and central branches to regularly pay attention to, monitor, urge and support Hung Yen in implementing the Provincial master plan in the coming time. Investors need to build long-term business and service strategies according to planning, always accompanying the sustainable development of the province. Hung Yen province needs to listen, understand and accompany businesses.

The Prime Minister wishes and believes that with the efforts of the Party, government, and people of the entire province, Hung Yen will develop quickly, sustainably, and modernly, rising to the top of the country. At the conference, 24 investors were awarded the investment policy decisions and project investment registration certificates, with a total investment capital of 763 million USD and nearly 10 trillion VND. Through investment promotion activities, the province introduces to domestic and foreign businesses and investors a list of priority projects calling for investment with the hope of having more and more strategic investors with domestic and international attention, priority selection and investment decisions in the province.

Delegates attend the inauguration ceremony of the road construction project connecting Hanoi - Hai Phong expressway with Gie Bridge - Ninh Binh expressway (phase 2)

The project has its starting point at the intersection between the National Highway No. 39 and Hanoi - Hai Phong highway (in Ly Thuong Kiet commune, Yen My district), the ending point at Liem Tuyen intersection on Gie Bridge - Ninh Binh highway (in Liem Tuyen commune, Thanh Liem district, Ha Nam province), the section through Hung Yen province is 23.8km long. The project goes through 20 communes of 6 districts in the province. Phased investment implementation of the project is divided into 2 phases: Phase 1 is a 2-lane investment, 12m wide roadbed, 11m wide road surface belonging to a level-II traffic project, started in August 2011 and completed in 2019; Phase 2 expands investment with a scale of 4 motor vehicle lanes, started in November 2021 and completed in October 2023. The total investment capital for both phases is nearly 1.8 trillion VND, of which, the investment capital for phase 2 is more than 700 billion VND.

The road connecting Hanoi - Hai Phong expressway with Gie bridge - Ninh Binh expressway has been planned as the Hung Yen - Thai Binh expressway section (CT16) according to Decision No. 1454/QD-TTg dated September 1, 2021 of the Prime Minister approving the road network for the period 2021-2030 and with a vision to 2050.

The project to build a side road of the road connecting Hanoi - Hai Phong expressway with Gie Bridge - Ninh Binh expressway has the starting point at the intersection with the branch to the Hanoi - Hai Phong expressway toll station (in Ly Thuong Kiet commune, Yen My district), the ending point intersects with the National Highway No. 38B (in Trung Nghia commune, Hung Yen city) approved by the Provincial People's Committee in Decision No. 1228/QD-UBND dated May 27, 2021. The project has a total investment of more than 1.4 trillion VND, belonging to a level-II traffic project; the investment with a scale of 2 motor vehicle lanes on each side of the route, cross section of 11m; length of 19.68km. This project has been actively constructed by the contractor, proactively mobilized machinery, equipment and laborers, working overtime to speed up the implementation progress, shortening the project implementation time by 8 months.

The construction of a road connecting Hanoi - Hai Phong expressway with Gie bridge - Ninh Binh expressway will contribute to connecting traffic between Hanoi - Hai Phong expressway, the National Highway No. 38, the National Highway No. 38B, the National Highway No. 39 and Gie bridge - Ninh Binh highway. At the same time, improving the exploitation capacity of the two expressways, reducing traffic through the National Highway No. 5, the National Highway No. 1 and the gateway to Hanoi Capital, contributing to promoting the socio-economic development of the provinces and cities in the Northern key economic region, including Hung Yen province.

Speaking at the ceremony, Prime Minister Pham Minh Chinh acknowledged and praised the efforts of Hung Yen province in implementing the road project connecting Hanoi - Hai Phong expressway with Gie bridge - Ninh Binh expressway and the project to build a side road of the road connecting Hanoi - Hai Phong expressway with Gie bridge - Ninh Binh expressway. He affirmed the importance of developing transport infrastructure for promoting socio-economic development. Completing and putting into operation the road connecting Hanoi - Hai Phong expressway with Gie bridge - Ninh Binh expressway not only reduces pressure on many routes such as the National Highway No. 39, the National Highway No. 1, the National Highway No. 5 but also contributes to implementing 3 strategic breakthroughs, improving innovative thinking and strategic vision of the province in transport development, regional connection, national connection, expanding new development space, increasing value of land, opening up new urban, industrial and service areas, reducing logistics costs, increasing the competitiveness of goods, contributing to sustainable, long-term growth of the province and the region.

Citing the importance of transport infrastructure development in a number of countries, the Prime Minister said that Hung Yen province needs to make more efforts in developing transport infrastructure associated with promoting the province's advantages. At the same time, it is recommended that agencies do a good job with payment procedures, maintenance, and exploitation of new development space from projects, development of industrial parks, service areas... Prime Minister said that on the basis of good planning, there will be good projects, with good projects there will be good investors, with good investors there will be good results.

In response to the proposal of the province and the contractor, Prime Minister Pham Minh Chinh requested the Ministry of Transport to soon upgrade the road into a highway; assign relevant ministries and branches to coordinate with Hung Yen province to complete upgrading the road into a highway by the end of 2025.

According to the project implementation report presented by Mr. Nguyen Le Huy, Member of the Standing Board of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Committee at the groundbreaking ceremony: Tan Phuc - Vong Phan road project is a key traffic project of the province; is a type-II traffic project. The investment scale is as follows: The main route includes 2 parallel roads of level-III delta road scale, with the design speed of 80km/h; the branch route connects the La Tien bridge approach road and the branch at the starting point of the route connecting to the National Highway No. 38, with a scale of level-II delta road, according to TCVN 4054:2005.

The project has a total investment of nearly 3 trillion VND, with a total length of about 29.2km. The project is invested to complete the transportation infrastructure of Hung Yen province in particular and the region in general according to the approved planning; as a breakthrough in the development of transport infrastructure according to the Resolution of the 19th Hung Yen Provincial Party Congress. To date, the project has basically completed the site clearance work of agricultural land and public land; is organizing and implementing site clearance for residential land and cemetery land areas; land recovered and handed over to the investor has reached 156.36 hectares/175.6 hectares.
