According to a report by the Ministry of Finance, the macroeconomy remained basically stable and major balances were ensured during the first nine months of 2026; GDP growth was estimated at 9.95% for the third quarter and 9.01% for the nine-month period. Total import-export turnover reached US$888 billion, seeing a year-on-year increase of 30.4%; specifically, exports hit US$434.3 billion (up 24.5%, exceeding the full-year target), while imports reached US$453.7 billion (up 36.7%). Twelve out of 34 localities have achieved double-digit growth during the nine-month period. State budget revenue is estimated at VND2.19 quadrillion, meeting 86.5% of the estimate and rising by 12.1%; meanwhile, approximately VND185.6 trillion in taxes and fees was exempted or reduced, and about VND60 trillion was deferred. The nationwide public investment disbursement reached VND643 trillion, equivalent to 62.9% of the plan, seeing an increase of VND202.6 trillion (or 12.9%) compared to the same period last year.
Despite these achievements, attaining double-digit growth remains a significant challenge. Currently, 24 out of 34 localities are growing below their full-year targets, placing immense pressure on the final quarter; consumption growth over the nine-month period lacked a breakthrough; seven ministries and agencies have disbursement rates below 15% or have yet to disburse any funds; and projects continue to face obstacles regarding site clearance, supply sources, and high costs for materials and labor. Regarding Hung Yen province, the economy maintained strong growth momentum, surpassing the projected scenario; the Gross Regional Domestic Product (GRDP) for the first nine months of 2026 is estimated at VND218.672 trillion, up 11.22% year-on-year, ranking the 7th out of 34 provinces and cities. The industrial sector served as the primary driver, expanding by 14.84%; construction rose by 14.82%; services by 9.14%; and agriculture, forestry, and fisheries by 2.47%. Total state budget revenue in the locality over the nine-month period reached VND 52,874.3 billion, representing 62.8% of the estimate and 74.1% of the figure from the same period last year. Regarding the disbursement of public investment capital, decisive direction led to a total provincial disbursement of VND 28,327.5 billion by September 30, 2026; of this, VND 26,222.7 billion came from the capital plan assigned for the year, achieving 60.3% of the plan allocated by the Prime Minister (after a 5% reduction), placing the province at the fourth nationwide in terms of absolute disbursement volume.
At the conference, delegates analyzed and evaluated the results achieved, as well as existing shortcomings, difficulties, and challenges. They forecast the outlook for the coming period and proposed comprehensive solutions and tasks for the final three months of the year to accelerate the successful completion of socio-economic growth targets, particularly the goal of achieving double-digit economic growth, while maintaining macroeconomic stability.
In his directive remarks, Prime Minister Le Minh Hung affirmed that the socio-economic growth results for the first nine months of the year were quite positive and comprehensive, with the GDP growth reaching its highest level since 2011. He commended the efforts of ministries, sectors, and localities in executing their tasks, particularly in actively resolving difficulties and obstacles, unblocking "bottlenecks," and effectively mobilizing and utilizing resources for development.
In the first nine months of 2026, the industrial production index rose by 14.84%, continuing to serve as the primary growth driver for Hung Yen province.
The Prime Minister emphasized that the fourth quarter of 2026 is pivotal, as a "final sprint" phase for achieving the year's goals and tasks and called upon ministries, sectors, and localities to demonstrate the highest level of political determination and maximum effort, while taking more decisive and effective actions. The key measures include: continuing to review and operationalize working programs and Central-level directives; accelerating public investment disbursement and focusing on the implementation of key projects in 2026; proactively resolving obstacles facing delayed or stalled projects; and strengthening measures to stimulate consumer demand, stabilize the market, and strictly control prices and inflation. Furthermore, efforts must be intensified to advance science, technology, innovation, and digital transformation, while fostering strategic technology sectors aligned with the specific potential, advantages, and strengths of each locality.
Prime Minister Le Minh Hung urged ministries, sectors, and localities to continue effectively implementing social welfare policies, caring for policy beneficiaries, and improving the material and spiritual well-being of the people, while accelerating programs and projects related to education, healthcare, and housing. He called for the continuous strengthening of national defense and security; the maintenance of political stability, public order, and social safety; and proactive efforts to prevent and combat crime, thereby ensuring a stable environment for socio-economic development.
The Prime Minister instructed ministries, sectors, and localities to closely monitor the situation and adopt appropriate, flexible management measures during the final months of the year, demonstrating a determination to achieve the double-digit growth target in 2026 and lay a solid foundation for the years ahead.
