Speaking at the meeting, Mr. Pham Quang Ngoc, member of the Party Central Committee and Secretary of the Provincial Party Committee, emphasized that the matters addressed by the Provincial Party Committee’s Standing Board, particularly those presented by the Party Committee of the Provincial People’s Committee, are significant, high-level issues essential for operationalizing the province’s development tasks following the official announcement of its master plan. Mr. Pham Quang Ngoc, member of the Party Central Committee and Secretary of the Provincial Party Committee, speaks at the meeting.
The Provincial Party Secretary took the time to analyze and provide insights into the political, legal, and practical foundations for accelerating the province’s urban development goals. He noted that, previously, practical conditions did not allow for setting overly ambitious targets or shortening the established roadmap. However, given the new directives from the Central Government, more clearly defined criteria and standards, and significant shifts in the province’s own development landscape, a comprehensive reassessment is now necessary. The basis for considering an accelerated timeline to elevate Hung Yen to a centrally-run city must be rooted in three fundamental elements. Firstly, the political foundation consists of the Central Government’s policies and directives aimed at promoting urban development, enhancing the quality of urbanization, and leveraging the role of growth poles within regional linkages.
Secondly, the legal foundation comprises existing regulations regarding the criteria, standards, and conditions for the establishment of a centrally-run city. Any planning must strictly adhere to these regulations, clearly identifying which criteria have been met, which are still lacking, and the solutions required to address those gaps.
Thirdly, the practical foundation encompasses the province’s current state of development, including its infrastructure, level of socio-economic advancement, degree of urbanization, capacity to mobilize resources, and the progress of key strategic projects. Only when these three elements are thoroughly evaluated, well-substantiated, and aligned with one another can the province convincingly establish a goal to accelerate the roadmap for transforming Hung Yen into a centrally-run city.
The Provincial Party Secretary requested that the relevant specialized agencies fully incorporate the delegates' feedback to further review and refine the content, while also providing a clear justification for the basis of the established goals, roadmaps, criteria, standards, and implementation strategies.
