Hung Yen and Shaanxi promote cooperation in investment, trade, tourism, science and technology, and people-to-people exchanges
On October 13, a delegation of Hung Yen province, led by comrade Pham Bao Son, Member of the Provincial Party Committee’s Standing Board and Vice Chairman of the Provincial People’s Committee, attended a seminar in Xi’an city, Shaanxi province (China), on fostering cooperation in investment, trade, and tourism between Hung Yen and Shaanxi. The delegation met with leaders of the Shaanxi Provincial People’s Government to strengthen friendly relations and expand collaboration between the two localities.

Delegates attend the seminar.
The seminar saw the participation of Mr. Liang Feng, Vice President in charge of the Shaanxi People’s Association for Friendship with Foreign Countries, and members of the Hung Yen provincial delegation and representatives of various departments, agencies, and business organizations in Shaanxi.
Shaanxi is a province with a rich history and culture, boasting significant strengths in industry, science and technology, and international trade. In 2025, the province’s GDP reached 3.66 trillion yuan, with a permanent resident population of 39.52 million people. The province possesses a strong foundation for development in such sectors as equipment manufacturing, aerospace, energy, photovoltaics, and scientific research. Xi’an, the provincial capital, served as the eastern starting point of the ancient Silk Road and continues to play a pivotal role in connecting trade between China and Europe. These advantages provide a solid basis for Shaanxi to expand cooperation with international partners across the fields of industry, technology, trade, education, and tourism.

The relationship between Hung Yen and Shaanxi has been strengthened through recent exchange activities and cooperation promotion efforts. In March 2025, a high-level delegation of Hung Yen province visited Shaanxi for working sessions and investment promotion; in May 2025, the two localities signed a Letter of Intent to establish a friendly relationship. Building on this foundation, both sides have continued to refine their cooperation framework, expand connectivity, and identify areas with potential for practical collaboration.
During the discussion, Vice Chairman of the Provincial People's Committee Pham Bao Son highlighted the potential and advantages of Hung Yen following its recent consolidation. These include a strategic location in the Red River Delta, an extensive network of industrial zones and economic zones, 54 kilometers of coastline, a coastal economic zone spanning over 30,000 hectares, and a high-tech park covering nearly 500 hectares. Currently, the province hosts nearly 1,000 foreign-invested projects with a total registered capital of approximately 19 billion USD; among these, Chinese investors account for 166 projects, with a total capital of about 1.8 billion USD.

Leveraging these existing advantages and the established foundation for cooperation, Hung Yen has proposed strengthening ties with Shaanxi across several sectors: investment, trade, and industrial development; science, technology, innovation, and high-quality human resource training; as well as education, healthcare, culture, tourism, and people-to-people exchanges. In the industrial sector, the province is prioritizing the attraction of enterprises from Shaanxi to invest in high-tech industries, electronics, precision engineering, supporting industries, and green energy, while simultaneously promoting technology transfer, the application of artificial intelligence, automation, and digital transformation. Hung Yen’s development strategy focuses on attracting investment alongside the reception and mastery of advanced technologies, the development of value chains, and the creation of new drivers for growth.
During the discussion, representatives of various departments, agencies, trade promotion organizations, and businesses of both provinces explored opportunities for cooperation in investment, trade, high technology, innovation, high-tech agriculture, agricultural product processing, education and training, culture, and tourism. These exchanges helped identify areas with strong potential for collaboration, providing a foundation for both sides to conduct further research, select partners, and foster cooperation tailored to their practical needs.
*Following the discussion, comrade Pham Bao Son, Member of the Provincial Party Committee’s Standing Board and Vice Chairman of the Provincial People’s Committee, led a delegation of Hung Yen province in a meeting with comrade Yu Ping, Vice Governor of the Shaanxi Provincial People’s Government, and representatives of relevant provincial authorities.

During the meeting, both sides agreed to finalize a draft formal friendship cooperation agreement, submit it to the competent authorities of their respective countries for approval in accordance with established regulations, and proceed toward its official signing, a process expected to be completed by October 2026. The two sides agreed to establish a point of contact and a mechanism for connecting investment cooperation within industrial zones and clusters, while encouraging enterprises from Shaanxi to explore investment opportunities in the High-Tech Park and other industrial zones in Hung Yen.
A specific area of cooperation of mutual interest is the continuous implementation of the Memorandum of Understanding (MOU) signed in March 2025 between the Hung Yen Provincial People’s Committee and a consortium of investors, comprising Xi’an GSR Energy Storage Technology Co., Ltd., Makara Fund, and Newtechco Joint Stock Company. This partnership focuses on developing a project in Hung Yen for the manufacturing of solar energy batteries, fast-charging station equipment, and energy storage units. Advancing this project aligns with the province’s strategic goal of attracting high-tech investments, particularly within the energy and equipment manufacturing sectors.
Beyond investment, industry, and energy, both sides agreed to increase the exchange of delegations for research, surveys, and the sharing of best practices across various fields, including science and technology, education, healthcare, agriculture, culture, and tourism, while also fostering interactions between business delegations and young entrepreneurs. Furthermore, the two sides aim to collaborate on tourism promotion, the import and export of specialty agricultural products, the application of science and technology in agriculture and education, and the exchange of expertise in industrial zone management.
The agreements reached during the discussions and meetings provide a foundation for Hung Yen and Shaanxi to further concretize their friendly relations through practical cooperation programs. These initiatives will link investment attraction with advancements in science and technology, trade, human resource development, and people-to-people exchanges. Maintaining this connectivity mechanism, advancing the agreed-upon objectives, and supporting businesses in exploring collaborative opportunities will help both localities effectively harness their respective potential and strengths in the time ahead.
