In his concluding remarks, Mr. Pham Quang Ngoc, member of the Party Central Committee and Secretary of the Provincial Party Committee, commended the delegates for upholding a spirit of democracy, seriousness, and dedication. He noted that their contributions addressed specific issues and reflected a high level of consensus on the matters discussed. He urged all levels and sectors to promptly translate the adopted resolution into concrete action programs and plans, clearly defining the tasks, roadmaps, and responsibilities for implementation.
Regarding the plan for urban development through 2030, he emphasized its strategic significance, linking the shaping of development space with the enhancement of urban quality and the people's standard of living, while building a synchronized, modern infrastructure system. Given the scale of this undertaking, it requires focused leadership, strong direction, and the political determination of the entire political system. The province has set a specific goal for Hung Yen to become a centrally-run city by 2028. The Provincial Party Secretary affirmed that this represents the province’s firm resolve and serves as the overarching objective for socio-economic development tasks from now until 2030. He directed all levels and sectors to achieve a high degree of alignment in their understanding, political commitment, and actions; thoroughly study the political, legal, and practical foundations; and focus on executing the necessary tasks to ensure all requirements and documentation are met according to the established roadmap. In this regard, the Provincial People’s Committee has directed the simultaneous development of a proposal for recognition as a Class I urban area and a proposal for the establishment of a city, with a clear delineation of implementation steps, lead agencies, and the specific responsibilities of each unit. The urban development process must be carried out in tandem with the "new-style rural development" initiative, ensuring harmony between urban and rural areas while preserving the cultural identity, landscapes, and the distinctive values of the land and people of Hung Yen; it is essential to avoid aimless development that could lead to the loss of local character.
Regarding two key transport infrastructure projects, the Provincial Party Secretary has instructed advisory bodies to accelerate investment preparation, proactively coordinate, and simultaneously carry out the necessary regulatory procedures to ensure the projects can be launched as soon as possible. The relevant communes and wards must focus on developing compensation and site clearance support plans. Resettlement efforts must be prepared proactively, ensuring that the infrastructure and facilities at the new locations are superior to those at the previous sites. All levels and sectors are tasked with strengthening outreach and advocacy to build public consensus, thereby ensuring that the projects remain on schedule.
Concerning the implementation of the Resolution on promoting the cultural identity and the strengths of the people of Hung Yen, the Provincial Party Secretary has directed that the provincial level develop a detailed implementation plan, while the commune level, based on local realities, should formulate action programs tailored to their specific areas, with clearly defined tasks. Regarding the reorganization of public vocational education institutions, the Provincial People’s Committee is to oversee the finalization and approval of the reorganization plan by October, followed by the relevant detailed proposals in November. This process must ensure enhanced operational efficiency and meet vocational training requirements, while also enabling these institutions to function effectively and systematically. Emphasizing the tasks for the final months of 2026, the Provincial Party Secretary urged members of the Provincial Party Executive Committee, as well as all levels and sectors, to remain closely engaged with their assigned areas and fields of responsibility. They are tasked with strengthening leadership and direction, reviewing the progress of each objective, and focusing on the successful completion of the year’s political goals and tasks. The Provincial Party Committee’s Commission for Information and Education, the Vietnam Fatherland Front Committee of the province, and media agencies are directed to intensify the dissemination of resolutions among officials, Party members, and the general public. This should involve selecting key, specific topics for communication to ensure that officials, Party members, and the public gain a clear understanding, reach a consensus, and actively participate in the implementation process.
