Creating a favorable environment for business development
In his directive remarks at the conference, Mr. Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, acknowledged and commended the significant contributions made by the business community and entrepreneurs to the province's development. He highly appreciated their resilience, dynamism, and efforts to maintain and expand production and business operations, create jobs, contribute to the state budget, and fulfill corporate social responsibilities amidst a volatile global economic landscape.

Mr. Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, delivers directive remarks at the conference.
The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee emphasized that the province's socio-economic achievements during the first nine months of 2026 were significantly bolstered by the business community and entrepreneurs. The province maintains that the government and the business sector must work in tandem to foster a development environment; the government is responsible for facilitating growth, resolving obstacles, and creating opportunities, while businesses must proactively seize these opportunities to generate value and operational efficiency, ultimately contributing to society.
Regarding development orientation, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee noted that the Hung Yen Provincial Master Plan is being finalized with a focus on establishing growth poles, development axes, and a synchronized connectivity system. These measures aim to expand development space, strengthen regional linkages, and create further investment and business opportunities. The province aims to leverage its central location within the Red River Delta, the Northern Key Economic Region, and the Capital Region, while prioritizing the development of infrastructure, transport connectivity, economic zones, industrial parks, and the High-Tech Park. Alongside industrial development, the province is focusing on addressing the issues related to the environment, clean water, and essential infrastructure. This includes researching and implementing large-scale projects for water sourcing and supply, as well as waste treatment systems, to meet the demands of urban growth and production. Simultaneously, the province continues to direct departments, agencies, and local authorities to resolve outstanding issues hindering projects and unlock resources for development.
He urged the business community to proactively study and seize opportunities arising from the province's new development planning and strategic direction. He encouraged businesses to gradually relocate production activities to industrial zones and clusters aligned with the master plan, thereby contributing to more effective management and resolution of issues regarding the environment, security, public order, and sustainable development.
The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee noted that, following the completion of the development plan, Hung Yen is attracting increasing interest from both domestic and foreign investors. The province views this as a vital opportunity to mobilize resources and drive economic growth and development.
He called on the Provincial Business Association to continue acting as a bridge, regularly compiling the difficulties and obstacles faced by enterprises. He asked the Association to coordinate with provincial departments and agencies to organize working sessions and dialogues, categorizing issues for resolution within their respective jurisdictions. The matters exceeding their authority would be consolidated and reported to the Provincial People’s Committee leadership for review and direction.
Addressing the business community, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee expressed his hope that enterprises would continue to demonstrate initiative and creativity, expand their scale, and enhance their competitiveness. He encouraged them to scale up, transitioning from small to medium-sized enterprises and from medium to large ones, while building brands and elevating the status of the private sector, thereby making practical contributions to the development of both the province and the nation. Furthermore, he urged businesses to share more specific information regarding their operational results, contributions to socio-economic development and social welfare, as well as the challenges requiring the authorities' support to resolve. Thus, these business gatherings serve not only as opportunities for networking and encouragement but also as channels for substantive dialogue, helping to enhance coordination between the government and the business community.
Alongside their production and business activities, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee urged the Provincial Business Association, enterprises, and entrepreneurs to continue joining hands with local Party committees and authorities to carry out practical and effective social welfare programs that reach the right beneficiaries. Key priorities include eliminating makeshift and dilapidated housing, caring for policy-beneficiary families and those with meritorious services to the nation, and supporting poor households. By doing so, they will stand alongside the provincial Party organization, authorities, and the people to successfully achieve the goal of essentially eradicating poverty, based on the 2021–2025 standards by the end of 2026.
Reaffirming the provincial government's commitment to partnering with businesses, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee called on the business community to uphold a spirit of solidarity and responsibility, proactively seize opportunities, and work with the province to realize development goals. The aim is to maintain double-digit growth in the coming years and transform Hung Yen into a locality with a favorable investment and business environment, characterized by rapid and sustainable development.
