In his closing remarks, Mr. Tran Quoc Van, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, emphasized that the matters reviewed and resolved by the Provincial People's Council are of practical significance to the province’s socio-economic development, particularly regarding transport infrastructure investment, the allocation of public investment, the execution of healthcare policies, and the care for the elderly. To ensure these resolutions are promptly put into effect, the Provincial People's Committee, along with all levels, sectors, and localities, must urgently translate them into specific tasks and implementation plans, with clearly defined timelines and responsibilities.

Mr. Tran Quoc Van, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, delivers the closing remarks at the session.
Regarding two specific transport projects, including the road connecting the Hanoi–Haiphong Expressway to the Ring Road No. 5 (Hanoi Capital Region) and the North–South development axis (the section from Nam Tien Hung commune to the coastal road), he requested that the Provincial People's Committee oversee the finalization of investment procedures, establish clear timelines, and determine plans for balancing and allocating capital. He further directed that the route alignment, project scale, intersections, and connection points be reviewed to ensure they are well-integrated with the planned transport network. Additionally, he emphasized the need to proactively manage site clearance and resettlement, safeguarding the legitimate rights and interests of the public, while strictly controlling total investment costs, construction quality, and project schedules. It is essential to prevent losses, waste, and negativeness, and to ensure that no outstanding debts arise from capital construction projects.
Regarding the project for compensation, site clearance, and the construction of technical infrastructure of the 68.21-hectare site designated for the second campus (branch) of the Hanoi University of Science and Technology in Hung Yen, it is essential to urgently allocate funds and focus on executing compensation, support, resettlement, and site clearance in accordance with the established plan. Efforts should be made to enhance public dissemination and dialogue, promptly address challenges and obstacles, safeguard the rights of individuals whose land is being acquired, and ensure that funds are managed, utilized, and disbursed effectively and for their intended purpose.
Regarding the resolutions on health policy and the care of the elderly, the Provincial People’s Committee shall direct specialized agencies and local authorities to ensure consistent implementation, strictly adhering to the designated beneficiaries, prescribed allowance levels, and established timelines. Particular attention must be paid to securing support for village and residential-group health workers, while simultaneously strengthening professional guidance to improve the quality of primary healthcare and community-based disease prevention and control. Healthcare facilities are required to publicly post their service fees, ensure charges comply with regulations, enhance the quality of care, safeguard patients' rights, and coordinate closely with social security agencies regarding guidance, payment processing, and settlement.
Concerning policies for honoring and celebrating the longevity of the elderly, it is essential to conduct a comprehensive review of the beneficiary lists, secure the necessary funding, and ensure that gifts are presented to the correct recipients, in accordance with the stipulated support levels and schedules, in a manner that is both formal and meaningful. Efforts must be made to avoid any duplication or omissions, while also prioritizing visits and encouragement for elderly individuals in difficult circumstances, thereby fostering the responsibility of families and the community in caring for the elderly.
The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council has further requested that the Provincial People’s Committee clearly assign a lead agency for each task, define coordination responsibilities, and establish implementation timelines. Relevant authorities should issue timely guidance documents within their scope of competence and proactively address any challenges or obstacles to prevent delays caused by a lack of coordination. The Standing members of the Provincial People’s Council, along with its various Boards, delegate groups, and individual members, shall strengthen oversight of project implementation and policy execution at the grassroots level. Meanwhile, the Provincial Fatherland Front Committee and its member organizations are tasked with coordinating public dissemination, conducting oversight, and relaying feedback from the people. Emphasizing that little time remains in 2026, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council urged the Provincial People's Committee, along with all levels, sectors, and localities, to demonstrate a proactive and responsible spirit. He called for the urgent, synchronized, and effective implementation of the resolutions already adopted, aiming to fulfill the socio-economic development goals in 2026 and establish a foundation for the successful execution of tasks in 2027 and the following years.

Delegates vote to approve the sets of resolutions presented during the session.
