The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee expressed his pleasure in welcoming the Minister and the high-level Belarusian delegation to Hung Yen. He affirmed that the province places great importance on strengthening and developing its friendly ties and cooperation with Belarus, viewing the country as a close friend and brother to both Vietnam as a whole and Hung Yen province in particular.
The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee briefed the delegation on the province’s potential, advantages, and development orientation. Hung Yen is determined to become a city by 2030 while maintaining sustainable, double-digit economic growth. The province has finalized and unveiled its master plan for the 2021–2030 period, with a vision toward 2050, which establishes its position as a hub within the Red River Delta, situated adjacent to the capital, Hanoi, thereby facilitating connectivity and the leveraging of its inherent strengths. Based on this, the province has delineated three development zones, the northern, central, and southern regions, with a focus on attracting investment in such sectors as industry, high technology, urban development, services, and logistics.
The province is prioritizing the development of a multimodal transport network featuring strategic arterial routes that enhance connectivity with Hanoi, Hai Phong, and other provinces and cities in the region. Notable projects include a North-South development corridor, stretching from Hanoi toward the coast, designed with a 180-meter cross-section and a maximum speed of 120 km/h, ensuring the travel time of under one hour; and a route connecting the provincial center to Gia Binh Airport (Bac Ninh) and Hanoi’s planned second airport, which will feature a 120-meter cross-section and incorporate a railway line. Concurrently, the province is investing in comprehensive industrial infrastructure and securing extensive land reserves, standing ready to welcome both domestic and international investors.
He emphasized that Hung Yen remains committed to improving its investment environment, creating favorable conditions for foreign investors, including those from Belarus to explore opportunities and implement projects within the province. Highly valuing the investment projects of Belarus in Hung Yen, he affirmed that the province stands ready to provide support and create favorable conditions for these projects to operate effectively. Furthermore, he expressed a desire to continue expanding cooperation with Belarus in such areas that both sides possess comparative strengths.

Mr. Maxim Ryzhenkov, Minister of Foreign Affairs of the Republic of Belarus, speaks highly of the province’s development planning and strategic orientation.
During the meeting, Minister of Foreign Affairs of the Republic of Belarus Maxim Ryzhenkov expressed his gratitude for the respectful and thoughtful reception extended by the provincial leadership. He noted his impression of Hung Yen’s development across the urban, industrial, and transport infrastructure sectors. Commending the province’s development planning and strategic direction, the Minister remarked that Belarus and Hung Yen share significant potential and opportunities for broader collaboration. He expressed a hope that Hung Yen would become a key locality for Vietnam in fostering economic cooperation, thereby contributing to an increase in trade turnover between the two nations.
The Minister suggested that, beyond the projects currently underway, there remains substantial room for cooperation between Belarus and Hung Yen across various fields. Belarus is prepared to share technology and production expertise, as well as provide training for engineers and technical personnel in Hung Yen. It would help gradually increase the localization rate, develop local production capacity, and expand the manufacturing and assembly of vehicles, industrial machinery, and high-quality agricultural products.
According to the Minister, the effectiveness of this cooperation should be demonstrated through projects with clearly defined objectives, timelines, and tangible outputs, thereby establishing a foundation for further expanding collaboration into other sectors.
