On the afternoon of November 21, Comrade Le Quang Hoa, Member of the Provincial Party Committee’s Standing Board, Vice Chairman of the Provincial People's Committee chaired a working session with the Provincial Economic Zone Management Board to evaluate the implementation results of the tasks in 2025, the directions and tasks in 2026. The meeting saw the presence of Comrade Vu Kim Cu, Member of the Provincial Party Committee’s Standing Board, Head of the Provincial Economic Zone Management Board; leaders of relevant departments and branches.

In the first 10 months of 2025, the Provincial Economic Zone Management Board actively coordinated with departments and branches to advise on the implementation of the Project to establish a Free Economic Zone under the direction of the Provincial Party Committee and the Provincial People's Committee. The work of planning, construction, investment promotion, and business support in the Economic Zone and Industrial Parks in the old Thai Binh province has been carried out synchronously and effectively, contributing to promoting the socio-economic development of the province.
Since the beginning of the year, the whole area has had 72 newly licensed and adjusted projects with a total registered capital increase of about 23,400 billion VND (935 million USD). Of which, there are 56 foreign direct investment (FDI) projects with a total capital increase of about 700 million USD, 3.2 times higher than the same period in 2024. In addition, the Board has approved the investment policy of two commercial housing projects with a total capital of nearly 2,851 billion VND.
The work of monitoring and urging the progress of key projects has achieved positive results. To date, most projects such as VSIP Industrial Park, LNG Thermal Power Plant, Con Vanh Golf Course have started construction on schedule. It is estimated that the industrial production value of enterprises in the Economic Zone and Industrial Parks in 2025 will increase by about 22% compared to the same period in 2024, completing the double-digit growth target as directed by the province.
In addition, the Steering Committee of the Investment Support and Industrial Services Consulting Center has implemented measures to maintain stable operations, ensuring the provision of infrastructure services and investment consulting to meet business needs. The administrative reform and improvement of the investment and business environment continue to receive attention; discipline, administrative discipline and the working spirit and attitude of officials and civil servants have clearly changed.

Regarding the key tasks in 2026 and the period of 2026 - 2030, the Provincial Economic Zone Management Board continues to coordinate with the consulting unit and relevant departments and branches to complete the Project on establishing the Free Economic Zone of Hung Yen province; effectively implement the content of local adjustments to the general planning for the construction of the Economic Zone; develop a 5-year economic development plan for the period of 2026 - 2030 in accordance with the Resolution of the 1st Provincial Party Congress and the orientation of the Provincial Party Committee and the Provincial People's Committee; at the same time, continue to advise on mechanisms and policies for incentives and investment support; innovate and improve the quality of investment promotion...

Concluding the meeting, Vice Chairman of the Provincial People's Committee Le Quang Hoa requested departments and branches to closely coordinate in performing the adjustment of the planning of the Economic Zone and Industrial Parks; strengthen inspection, supervision and urge the progress of connecting traffic infrastructure projects. He requested to study and advise the Provincial People's Committee to soon issue regulations on fees for using industrial park infrastructure, investment rate, ensuring a complete legal basis, in accordance with current regulations; pay attention to synchronous investment in power grid infrastructure to improve the efficiency of investment attraction.
The Vice Chairman of the Provincial People's Committee also requested the Provincial Economic Zone Management Board to focus on completing the contents related to the Project to establish a Free Economic Zone, clarify the specific reasons for establishing the pilot, the organizational structure, and the method of operation; strengthen the management of foreign workers working in the Economic Zone and Industrial Parks; urgently review and propose the content of receiving planning funding; completely resolve difficulties and problems at Cau Nghin Industrial Park and Thaco Industrial Park.
He assigned the Board to study and advise on human resource training strategy to meet the requirements of economic zone development; manage, monitor, and regularly report to the Provincial People's Committee on project implementation progress and occupancy rate in industrial parks.
