On the afternoon of February 5, Mr. Lai Van Hoan, Vice Chairman of the Provincial People's Committee, inspected the progress of several key transportation projects in the province. He was accompanied by representatives of several provincial departments and agencies.

The Vice Chairman of the Provincial People's Committee inspects the progress of the investment project to build the Ring Road No. 4 - Hanoi Capital Region, the section passing through the province; and the investment project to build the Lao Cai - Hanoi - Hai Phong railway line.
According to reports from relevant units, the investment project for the construction of the Ring Road No. 4 - Hanoi Capital Region, the section passing through the province, has basically completed land clearance. Local authorities have completed 100% of the approval of compensation and support plans and payments for residential land areas. Currently, households are dismantling and moving their assets to hand over the land. Regarding the component project 2.2: the construction of the parallel road in Hung Yen province, the construction unit has completed approximately 69% of the total contract value.
As for the investment project for the construction of the Lao Cai - Hanoi - Hai Phong railway line, local authorities have done a good job of preparing the conditions for compensation and support, ensuring resettlement for affected people. The province has planned to build four resettlement areas for approximately 89 households whose residential land will be acquired for the project. Of these, construction has commenced on two resettlement areas.
However, to date, the Railway Project Management Board - Ministry of Construction has not yet handed over the land clearance boundary markers at the site.

Speaking at the inspection, Vice Chairman of the Provincial People's Committee Lai Van Hoan commended the efforts of the departments, agencies, and localities in implementing the province's two key transportation projects. He requested the investor to closely coordinate with relevant departments, agencies, localities, and units to overcome difficulties and accelerate the project implementation.
For the Ring Road No. 4 - Hanoi Capital Region construction project, the construction unit is mobilizing maximum manpower and machinery, increasing shifts and work schedules, and accelerating the progress of the remaining items, striving to complete the project by June 2026.
For the Lao Cai - Hanoi - Hai Phong railway line construction project, units and localities are focusing on disseminating information and mobilizing the people to understand the purpose, significance, and benefits of the project, creating high consensus in handing over the land. Along with that, they are actively coordinating with functional units to survey and plan the relocation of technical infrastructure within the project area; and accelerating the construction of resettlement areas to promptly resettle households whose land has been acquired for the project.
