In his closing remarks, Comrade Tran Quoc Van, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, emphasized: This session took place at a time when Hung Yen province was completing a phase with many changes in the scale of development and governance requirements. The workload in 2025 is much larger than in previous years; many new mechanisms and policies are beginning to be implemented; and governance requires a high degree of proactiveness and flexibility. Therefore, each item on the agenda of the Session is not just a routine task, but also carries significant importance for the stability and development of the province in 2026 and subsequent years.

Based on the reports, presentations, and draft resolutions submitted at the Session, along with frank and responsible discussions in the working groups and in the plenary session, the Provincial People's Council comprehensively assessed the situation, highlighted outstanding achievements, clearly identified limitations and their causes, and unanimously discussed key tasks and solutions to create strong changes from the beginning of 2026.

These resolutions address both immediate needs and provide long-term guidance for the 2026-2030 period, especially in the context of the province adjusting its governance methods to suit a larger scale of development and higher demand for professionalism, connectivity, and efficiency in serving the people.

Comrade Tran Quoc Van, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, delivers the closing remarks at the session.

Looking back at 2025, on behalf of the Standing members of the Provincial People's Council, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council respectfully acknowledged and commended the efforts of the Provincial People's Committee, all levels and sectors, the business community, and the people. Despite the heavy workload and great pressure, the entire province maintained a stable environment, sustained growth, ensured social welfare, strengthened national defense and security, and effectively handled newly arising issues.

Frankly acknowledging the significant shortcomings and limitations that still need to be addressed more decisively in the coming period, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council stated that the aforementioned issues have been thoroughly discussed by the Provincial People's Council in its working groups, clearly identifying subjective and objective causes, and assigning responsibility to each agency, each stage, and each sector. Based on this, the Provincial People's Council unanimously agreed that 2026 must begin with a new spirit: "acting earlier, more decisively, with more clearly measurable results, and with key solutions implemented from the very first days and months; avoiding prolonged delays and preventing the recurrence of limitations over multiple sessions."

The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council stressed: The resolutions just passed at this session are not only legally binding decisions, but also represent the high determination of the Provincial People's Council before the people regarding the development goals in 2026 and the following years. However, only when they are implemented proactively, decisively, and responsibly, will they truly come to life and become a driving force for the province's rapid and sustainable development.

Therefore, the Provincial People's Council requests the Provincial People's Committee and all levels and sectors to urgently concretize the resolutions with clear action plans, specific responsibilities, transparent roadmaps, and measurable outcomes; resolutely overcome slow and inconsistent implementation. This is not only a requirement but also a measure of administrative discipline in 2026.

To focus on restoring and accelerating growth, linked with sustainable budget revenue growth. The province needs to proactively remove difficulties for businesses; activate new growth drivers; accelerate the progress of transportation, industrial, and service projects; and prepare thoroughly for attracting investment in high technology, digital economy, renewable energy, and logistics. The task of increasing revenue and saving expenditure must be carried out decisively, ensuring resources for development.

To continue to make breakthroughs in administrative reform and digital transformation, focusing on citizens and businesses; simultaneously tighten discipline and order, uphold the responsibility of leaders; promote digitalization, transparency, and openness in all stages, minimizing time and costs for citizens and businesses.

To improve the quality of local governance according to the two-tier model, strengthen coordination between levels and sectors; review working processing procedures; ensure unified and smooth direction; overcome overlapping and dispersed responsibilities. Any agency that is slow or allows prolonged backlogs must be held accountable at each stage.

In addition, better care for the lives of the people and the quality of public services. To effectively perform social security programs; promote education, health, and culture; expedite the implementation of social housing and worker housing projects; effectively address environmental issues, waste management, and water resource protection; and build a safe and civilized living environment.

To ensure national defense and security; maintain social stability; improve the effectiveness of crime prevention and control; prevent the emergence of complex "hot spots." To resolve outstanding and long-standing cases; strictly conduct citizen reception and handling of complaints and denunciations, consider this an important criterion in officials evaluation.

The Provincial People's Council requests that the committees, the groups of People's Council’s delegates, and each representative continue to innovate their working methods; improve the effectiveness of supervision and monitoring of the implementation of supervision conclusions; strengthen contact and dialogue with the people, contributing to consolidating the people's trust in the government.

The Provincial People's Council calls on every official, civil servant, employee, enterprise, and citizen to continue to unite, be proactive, creative, uphold responsibility to the people, and work together to build Hung Yen into a dynamic, modern, disciplined, and livable province in the Red River Delta region.
