At the conference, delegates were briefed on the key contents of the resolutions passed by the National Assembly at its 10th session, 15th term, focusing on specific mechanisms and policies to address long-standing problems and obstacles for investment projects, especially issues related to land as identified in inspection and audit conclusions and legally binding judgments. According to the report, nearly 3,000 projects nationwide are currently facing difficulties and long-standing problems that need to be resolved to unlock resources for development.
The conference also assessed the results of the implementation of three national target programs for the period of 2021-2025 (the National target program for building new-style rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas); and set directions for implementation in the period of 2025-2030. New policies were issued to ensure flexibility in implementation, improve the efficiency of resource utilization, and strengthen the responsibility of all levels and sectors.
In his concluding remarks, Comrade Pham Minh Chinh, Member of the Politburo and Prime Minister, emphasized that the implementation of the National Assembly's resolutions must be identified as a key and urgent political task for ministries, sectors, and localities, with the spirit of "clear people, clear responsibilities, clear tasks, clear timelines, and clear results."

The Prime Minister requested that ministries, sectors, and localities focus on resolving long-standing and unresolved issues related to projects and land, avoiding situations of shirking responsibility, wasting resources, and hindering development.
Resolution No. 265/2025/QH15 on expanding the application of specific mechanisms and policies of Resolution 170/2024/QH15 to resolve difficulties and obstacles related to projects and land in inspection, audit, and court judgments is an important legal tool to address historical issues and unlock land resources for socio-economic development. However, its implementation must ensure compliance with the authority and legal regulations, without legitimizing violations or creating negative precedents. Therefore, the Prime Minister requested that ministries and central sectors proactively guide and resolve difficulties for localities; local authorities must proactively review and clearly categorize each group of obstacles, develop specific and feasible solutions, and ensure transparency and openness.
Regarding national target programs, the Prime Minister requested that ministries, sectors, and localities strongly innovate their leadership and implementation thinking, focusing on the people as the central focus, the subject, and the goal of service; concentrating resources on disadvantaged areas, remote areas, ethnic minority areas, and mountainous regions. The implementation of these programs must ensure practicality, effectiveness, and sustainability, avoiding formalism and chasing after achievements; while strengthening the integration of programs and projects, leveraging the internal strengths of the community, striving to complete and exceed the set goals, contributing to improving people's lives and boosting sustainable socio-economic development.
