To strengthen cooperation and connection between Phung Cong commune (Hung Yen province) and Bat Trang commune (Hanoi city)
On the afternoon of April 20, at Phung Cong commune, Mr. Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, attended and delivered a speech at the cooperation and connection conference between Phung Cong commune (Hung Yen province) and Bat Trang commune (Hanoi city). In the attendance were Mr. Dao Hong Van, Member of the Standing Board of the Provincial Party Committee and Director of the Department of Internal Affairs; leaders of departments and agencies of Hung Yen province and Hanoi city; and leaders of Phung Cong and Bat Trang communes.

At the conference, leaders of Phung Cong and Bat Trang communes presented an overview of socio-economic development and opportunities for cooperation and connection between the two localities. The leaders of Phung Cong commune reported and proposed to the Provincial People's Committee to consider several tasks and projects, including: Upgrading the flower and ornamental plant festival of Xuan Quan craft village (Phung Cong commune) into the first Hung Yen Provincial Flower Festival; investing in the construction of Son Ho drainage sluice in Bat Trang commune; building a new waste collection and sorting area; a project to build service land infrastructure in Phung Cong area; a social housing project; and several health and education projects.

Speaking at the conference, Comrade Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, emphasized that Phung Cong and Bat Trang are two bordering communes with many opportunities for cooperation and connection. He suggested that the two localities need to agree on several issues regarding reviewing boundaries, markers, and demarcation lines; strengthening planning connections and linking transportation and urban routes; ensuring security and order; cultural exchange; and linking the development of tourism product chains, waste management.

At the conference, leaders of provincial departments and agencies spoke, discussed, and gave opinions on specific proposals from Phung Cong and Bat Trang communes; they also proposed the contents to improve the effectiveness of cooperation and connection between the two localities. Based on the suggestions of the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and the delegates, the leaders of the two communes agreed to soon sign a cooperation agreement with important contents to promote the strengths of each locality.
Concluding the conference, Comrade Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, highly appreciated the proactive and decisive cooperation and connection between Phung Cong commune and Bat Trang commune, contributing to strengthening socio-economic connections between Hung Yen province and Hanoi city.

The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee agreed with the proposal to organize the first Hung Yen Provincial Flower Festival in Phung Cong commune in 2026; and assigned the Department of Agriculture and Environment to take the lead, together with the Department of Culture, Sports and Tourism and relevant localities, in planning the organization. Regarding the proposal to build the Son Ho drainage sluice in Bat Trang commune, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment, in coordination with the Department of Construction and the local authorities, to review and assess the necessity of investing in the project with the function of draining water for the entire area, and report to the Provincial People's Committee for discussion with the Hanoi City People's Committee.
Regarding the proposal to build a waste collection and sorting area, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested Phung Cong commune to clearly define that this is only a waste collection point. The province will soon make a specific waste sorting plan to be applied throughout the province; at the same time, he requested that Phung Cong commune and other localities immediately address the situation of indiscriminate dumping and burning of waste causing environmental pollution.
He requested the Department of Construction to prepare a proposal for the investment policy of the project connecting the cultural heritage and tourism route and economic development along the Red River in Hung Yen province and the Red River Boulevard in Hanoi, as well as the backbone project from the Ring Road No. 4 straight to the sea, in order to report to the Provincial People's Council at the next meeting; to preside over the review of the route and scope of land clearance for the access roads to Ngoc Hoi Bridge and Khuyen Luong Bridge. The Department of Agriculture and Environment should review and advise the Provincial People's Committee to discuss with the Hanoi People's Committee the plan to improve the irrigation and drainage systems for the production areas of the two localities.
