On the afternoon of June 16, Comrade Pham Gia Tuc, Member of the Politburo and Standing Deputy Prime Minister, chaired a government meeting on the implementation of the Lao Cai - Hanoi - Hai Phong railway construction project. At the Hung Yen provincial bridge point, it saw the participation of Comrade Lai Van Hoan, Vice Chairman of the Provincial People's Committee.

The delegates attend the meeting at the Hung Yen provincial bridge point.

The Lao Cai - Hanoi - Hai Phong railway construction project consists of nine component projects. Currently, component project 1 (roads to stations and squares of 20 stations) is under construction, with the squares being built at 3 out of 20 stations; component project 2 (railway construction) is in the process of preparing a feasibility study report and adjusting the investment policy; the component projects on land clearance in localities are currently undergoing land demarcation, review, counting, and statistical analysis of affected structures and households to prepare for the approval of compensation, support, resettlement, and relocation plans of technical infrastructure.

At the meeting, leaders of ministries, sectors, and localities assessed the progress, analyzed difficulties and obstacles, and proposed solutions to accelerate the project's implementation.

Mr. Lai Van Hoan, Vice Chairman of the Provincial People's Committee, speaks at the meeting.

In his presentation at the meeting, Mr. Lai Van Hoan, Vice Chairman of the Provincial People's Committee, stated: The project, passing through Hung Yen province, has a length of nearly 17km; the total land area to be acquired is approximately 83.5 hectares. The land clearance work for the project in the province is part of Component Project 9, with a total capital of 2,323 billion VND. Based on receiving the land clearance boundary markers from the Railway Project Management Board (Ministry of Construction), the province is focusing on directing localities to survey and review the land area to be acquired and the technical infrastructure affected by the project. It is expected that Hung Yen province will complete the survey and review of the area before July 15, 2026; and complete and submit the feasibility study report for Component Project 9 for approval before July 30, 2026. In addition, the province is focusing on accelerating the progress of resettlement projects, with the completion of 2 out of 4 resettlement areas expected in June-July 2026.

However, after receiving the land clearance boundary markers from the Railway Project Management Board, an overlap has appeared between the boundaries of Component Project 1 and Component Project 2 in the Hung Yen station area. Therefore, the Vice Chairman of the Provincial People's Committee requested the Railway Project Management Board to take the lead and coordinate with the local authorities to conduct on-site measurements and inspections to clarify overlapping points, agree on a plan for adjustment, and re-position of the boundary markers accurately; coordinate with the province to promptly implement investment procedures, allocate funds for compensation and land clearance for the people, and resolve difficulties and obstacles to ensure the project is completed as directed by the Prime Minister.

Concluding the meeting, Comrade Pham Gia Tuc, Member of the Political Bureau and Standing Deputy Prime Minister, requested ministries, sectors, and localities to continue their efforts, strengthen coordination, promptly resolve difficulties and obstacles, and accelerate the project's implementation progress. In particular, the Railway Project Management Board needs to quickly complete the handover of the project's route and boundary markers on the ground so that localities can expedite land clearance work.
