To remove difficulties and obstacles, more determined in the social housing development
On the morning of August 16, Comrade Pham Minh Chinh, Politburo member, Prime Minister chaired a national teleconference to review the implementation of social housing development targets in the first 7 months of the year and the implementation plan for the last 5 months of 2025. At the Central bridge point, the conference drew the attendance of Comrade Tran Hong Ha, Member of the Party Central Committee, Deputy Prime Minister; representatives of leaders of a number of ministries and central branches.

At the Hung Yen province’s bridge point the conference saw the participation of comrades: Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Lai Van Hoan, Vice Chairman of the Provincial People's Committee.
According to the report at the conference, implementing the Project to develop one million social housing units in the 2021-2030 period, up to now, there are 692 social housing projects being carried out nationwide with a scale of 633,559 units (reaching 59.6% of the set target). In particular, performing the assigned target in 2025, in the first 7 months of 2025, the whole country has completed 36,962/100,275 units (reaching 37%), it is expected that by the end of 2025, an additional 36,700 units will be completed, bringing the total number of completed units to 73% of the assigned target. In the last 5 months of 2025, ministries and branches continue to effectively carry out assigned tasks. The Ministry of Construction shall preside over and coordinate with relevant ministries and branches to guide the implementation of a number of specific mechanisms and policies for the development of social housing according to regulations; preside over and coordinate with the Ministry of Finance to research, develop and submit to the Government a draft Decree on the National Housing Fund in August 2025... Localities shall urge investors to conduct construction investment to ensure progress; review planning and arrange land funds for social housing construction in suitable locations, ensuring adequate technical infrastructure and social infrastructure.

At the conference, delegates focused on discussing and clarifying the results achieved; difficulties and obstacles, and proposing solutions to further accelerate the progress of social housing development.
Speaking at the discussion at the Hung Yen province’s bridge point, Comrade Lai Van Hoan, Vice Chairman of the Provincial People's Committee, said: In 2025, Hung Yen province was assigned the target of completing 2,250 social housing units. To date, the province has completed 649 units and is investing in the construction of 2,505 units. It is expected that in 2025, it will be possible to complete 2,550 units, reaching a rate of 113%. To complete the assigned targets, the province has promptly grasped and implemented policies to remove obstacles and difficulties, boosted the development of social housing according to Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on a pilot of a number of specific mechanisms and policies for social housing development and Decree No. 192/2025/ND-CP dated July 1, 2025 of the Government detailing a number of articles and measures to implement Resolution No. 201/2025/QH15. At the same time, the province has proactively planned and arranged land funds to carry out social housing projects; simplified administrative procedures, performed processes and procedures, selected investors to build social housing... In the coming time, Hung Yen will continue to request and urge investors to carry out construction investment according to the committed schedule. On the occasion of the 80th anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam on September 2, the province organizes a groundbreaking ceremony for the investment project to build a housing area for low-income people in Yen My II Industrial Park.
Concluding the conference, Prime Minister Pham Minh Chinh acknowledged and commended the achievements in implementing the social housing development targets of ministries, branches and localities. He emphasized: the social housing development is an important political task of the entire political system. Therefore, ministries, branches and localities must focus highly, specifically and closely on each project, and have the highest political determination to complete the assigned social housing targets in 2025; supplementing the assigned social housing development target is one of the contents, tasks and targets in the resolution of the Party Congress for the 2025 - 2030 term. Along with that, focus on reviewing policies related to access to capital, purchase and construction of social housing, cutting cumbersome administrative procedures, ensuring the most convenience for people, businesses and related entities in accessing social housing. To focus on inspection and supervision to prevent corruption, wastefullness, negativity and profiteering when implementing policies. Ministries, branches and localities proactively resolve difficulties and problems according to their authority. The Ministry of Construction presides over and coordinates with relevant ministries and branches to grasp the situation, urge, inspect and guide localities and enterprises to promote investment in building social housing. Localities urgently complete the steering committee for social housing development.
