To inspect the disbursement of public investment capital and the operation of two-tier local government
On the morning of September 17, the Working Group No. 2 of the Provincial People's Committee, led by Comrade Nguyen Le Huy, Member of the Provincial Party Committee’s Standing Board, Vice Chairman of the Provincial People's Committee, inspected and urged the disbursement of public investment capital and the operation of two-tier local government in the communes: Dong Hung, Bac Dong Hung, Nam Dong Hung, Tien Hung, Bac Tien Hung, Dong Tien Hung, Nam Tien Hung, Dong Quan, Bac Dong Quan.

At the inspection session, the localities reported on the implementation of projects managed by the communes, the plan to deploy tasks in the coming time; the current status of facilities, working offices; the handling of archival documents; the operation, reception and settlement of administrative procedures at the commune-level public administration service center.

Communes’ leaders also recommended the province to remove such difficulties as: the issues related to land prices, land use purpose conversion to facilitate localities in site clearance, capital allocation, settlement of payments for a number of projects, works, handling of surplus public assets after merger, rural waste treatment; removal of some obstacles in granting the land use right certificates to people, the problem of lack of staff, good professional staff in a number of fields... to perfect the 2-tier local government apparatus, ensuring smooth and effective operations.
In his concluding remarks, Vice Chairman of the Provincial People's Committee Nguyen Le Huy acknowledged and commended the communes for overcoming initial difficulties, ensuring the orderly and stable operations of the 2-tier local government. He requested departments, branches and localities to strengthen coordination and focus on supporting communes in training and improving the qualifications of professional staff in accordance with reality, meeting the requirements of tasks, promoting the effectiveness of the grassroots government apparatus in the spirit of "knowing people, knowing work". Localities continue to invest in upgrading infrastructure, boosting digital transformation and digitizing documents according to the motto of creating the most favorable conditions for people and businesses in handling administrative procedures. On the other hand, localities need to calculate the use of public assets in the area to ensure reasonableness, maximum utilization, and no wastefulness. To continue to do a good job of site clearance for projects, effectively operate 2-tier local governments. Regarding the issues related to the treatment of household waste, disbursement of public investment capital, infrastructure investment for education, etc., the Vice Chairman of the Provincial People's Committee and members of the Working Group received and reported to the Provincial People's Committee for research, removal and resolution in the coming time.
