In his opening remarks, Comrade Nguyen Huu Nghia, Member of the Party Central Committee, Secretary of the Provincial Party Committee, affirmed: The conference aims to comprehensively assess the results achieved in leadership, direction, and organization of the implementation of Party building tasks in 2025 in the areas of politics, ideology, ethics, organization and personnel, inspection, supervision, and Party discipline enforcement. At the same time, it focuses on evaluating the role, leadership capacity, and fighting strength of the Provincial Party Executive Committee, the Standing Board of the Provincial Party Committee, Party committees at all levels, Party organizations, cadres, and party members; the efforts of Party committees, government agencies, mass organizations, all levels, sectors, and the people in overcoming difficulties, especially in the operation of the two-tier local government model. From there, it is determined that the direction and tasks further enhance the Party's leadership capacity and the effectiveness of management and administration at all levels in 2026 and the following period.

In 2025, the Provincial Party Executive Committee, the Standing Board, the Provincial Party Committee's Standing members, and all Party committees at all levels in the province strictly adhered to the Party's organizational and operational principles, the Party and State's regulations and directives, and the Working Regulations of the Provincial Party Executive Committee; the discipline and order within the Party were maintained.

The Provincial Party Committee’s Standing Board issued and led the vigorous implementation of important policies, creating breakthroughs in development, demonstrating innovation in thinking and strategic vision, especially the strategic resolutions of the Politburo; proactively and decisively directing and implementing the Central Committee's resolutions and conclusions on the restructuring and consolidation of the organizational apparatus; issuing guiding documents and regulations defining the functions, tasks, and powers of each agency and unit; strengthening supervision and inspection to ensure progress, quality, and effectiveness. The Party inspection, supervision, and disciplinary enforcement have been strengthened. The preparation for the documents of the 1st Provincial Party Congress, term 2025-2030, is progressing on schedule and with high quality. Most socio-economic indicators in 2025 have met or exceeded the set targets.

In 2026, the Provincial Party Committee will continue to build upon its strengths, achievements, and tradition of unity and creativity to focus on leading and directing the implementation of key tasks; promptly disseminate and effectively implement the policies, resolutions, conclusions, and directives of the Party, State, and province; and strengthen political, ideological, and revolutionary moral education for cadres and party members. To actively review, reorganize, and improve the organizational structure of the two-tier local government, effectively perform personnel streamlining; innovate the method of officials evaluation based on the effectiveness of task performance, apply the KPI index; proactively build and organize the implementation of inspection and supervision programs; proactively lead and promote socio-economic development; ensure local defense and military affairs; maintain political security, social order and safety, and improve the material and spiritual lives of the people.

Concluding the conference, Comrade Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of the province, requested that Party committees and organizations at all levels focus on leading, directing, and concretizing the timely and serious implementation of directives and resolutions of the Party, the Provincial Party Committee, and the Standing Board of the Provincial Party Committee into programs and plans with specific timelines, progress schedules, leading agencies and units, clear assignments and decentralization, and suitability to the practical situation of the locality, agency, and unit. In particular, focus on successfully organizing the election of deputies to the 16th National Assembly and the People's Councils at all levels for the 2026-2031 term; and continue to effectively carry out the thematic study on following the thought, moral, and style of Ho Chi Minh from 2026 to 2030. To build and improve the quality of the province's cadres, civil servants, and public employees to meet the demands of the tasks, in the period 2026-2030, with a vision to 2035; innovate and enhance the effectiveness and efficiency of inspection, supervision, and disciplinary enforcement work of the Party...

On this occasion, the Standing Board of the Provincial Party Committee awarded the Certificates of Commendation to Party organizations, party members, collectives, and individuals with outstanding achievements.
