According to a report by the Ministry of Agriculture and Environment, natural disasters in 2025 was frequent, severe, widespread, and exhibited many unusual characteristics, exceeding historical levels. There were 21 typhoons and tropical depressions in the East Sea. Extreme heavy rainfall and floods exceeding historical levels occured on 21 rivers in the Northern and Central regions.

In 2025, natural disasters caused serious damage to people, property, and infrastructure, affecting the lives and livelihoods of the people and socio-economic activities. As of December 31, 2025, natural disasters have resulted in 484 deaths and missing persons, and 811 injuries. Total estimated damage exceeds 104,733 billion VND.

Faced with extreme and severe natural disasters, the entire political system, the Party and State leaders, the Government, ministries, sectors, localities, and forces all participated in and effectively implemented the "four on-the-spot" principle, especially the proactive efforts of the people and local authorities.

Leadership and direction were implemented decisively from early on and from afar. The work of overcoming the consequences was carried out with the spirit of ensuring that no one suffered from hunger, cold, or lack of drinking water, mobilizing all resources to quickly stabilize the lives of the people.

Hung Yen province was directly and indirectly affected by 4 typhoons and 1 tropical depression, higher than the average of many years. These natural disasters caused some damage to people, property, and agricultural production, such as: Tornadoes damaged houses, factories, and offices, tearing off roofs and disrupting the power system; strong winds accompanied by heavy rain caused flooding in rice and crop areas, and trees were broken and uprooted. In particular, the embankment areas at the river mouth, coastal areas, low-lying areas of the Red River and Tra Ly River estuaries, and alluvial plains along the riverbanks have experienced flooding and erosion (e.g., the flooding of the Cu La canal embankment in Hong Vu commune, and the erosion of the embankment in Thu Vu commune...), and some sections of the embankment have collapsed or had their slopes displaced.

Identifying disaster prevention and control as a key political task for the year, Hung Yen province is developing and finalizing a plan for dike protection along the entire route; making 59 plans to protect critical vulnerable points, including 3 provincial-level plans and 56 commune-level ones. The plans for protecting unfinished disaster prevention and control projects have been drawn up and are ready for implementation.

Delegates attend the conference at the Provincial People's Council – the Provincial People's Committee’s Headquarters.

At the conference, delegates focused on discussing and analyzing existing problems and their causes; simultaneously, numerous solutions were proposed to improve the effectiveness of disaster prevention and control activities in 2026.

Speaking at the conference, Prime Minister Pham Minh Chinh directed ministries, sectors, and localities to continue to enhance their proactive spirit, avoiding passivity and surprise in the face of natural disasters. The focus should be placed on reviewing and improving the legal system; developing realistic response scenarios for extreme and widespread natural disasters; and improving the quality of forecasting and early warning systems to effectively serve the direction and management of disaster response.

In addition, he emphasized the need to promote the application of science and technology, strengthen international cooperation in disaster prevention and control; and focus on information and communication to raise awareness and prevention skills among the people, especially in frequently affected areas.

The Prime Minister requested that command and control be well organized according to the principles of flexibility, timeliness, and effectiveness; implement comprehensive response and recovery measures to minimize damage to people and property. It will contribute to stabilizing people's lives, ensuring social security, and creating a foundation for sustainable socio-economic development.
