To get opinions on the Government's draft Decree regulating land use fees and land rent

The Government's draft Decree regulating land use fees and land rent (the draft Decree) includes 5 Chapters with 54 Articles, and has been posted on the portals of the Government and the Ministry of Finance and the Page on public assets to get widespread opinions from organizations and individuals. At the conference, the Ministry of Finance stated 9 contents of the draft Decree for comments from ministries, branches and localities including: Calculating land use fees and land rent when changing the detailed planning without changing the decision on land allocation and land lease specified in Point d, Clause 3, Article 155 of the Land Law; the principles of exemption and reduction of land use fees and land rents; land rental unit price for annual land rental payment; the stable period of land rent for annual rental payment; the regulations on exemption and reduction of land use fees and land rent; the cases of exemption or reduction of land use fees and other land rents as prescribed in Clause 2, Article 157 of the Land Law; the Procedure for calculating, collecting and paying land use fees and land rent; transitional regulations on the additional amount of money that land users must pay for the period of time not including land use fees and land rent according to the provisions of Point d, Clause 2, Article 257 of the Land Law; transitional regulations for the land of public service units.

At the conference, ministries, branches and localities directly commented on the draft Decree.

Speaking at the conference, Deputy Prime Minister Tran Hong Ha requested relevant ministries, branches and localities to focus on reviewing, synthesizing and recommending remaining problems in the draft Decree. Especially to carefully review and pay attention to practical content, associated with the procedures of interest to localities, people, and investors, ensuring connectivity and feasibility. The Ministry of Finance receives comments at the conference in the process of developing and completing the draft Decree.
