After one-month implementation of the Official Telegram No. 38/CD-TTg, ministries, sectors, and localities have taken decisive and coordinated action and achieved clear results. Functional forces have shifted from a passive to an active approach in detecting, combating, preventing, and handling intellectual property infringements. The number of cases handled in May 2026 exceeded the minimum requirement of 20% compared to the same period. Nationwide, the number of administratively handled cases was 3.93 times the average monthly level in 2025.
In the administratively handled cases, the intellectual property infringement related to trademarks accounted for over 98%, mainly involving well-known foreign trademarks. In addition, many cases of copyright and related rights infringement were detected and handled, including 27 administrative cases and 7 criminal cases.
Regarding criminal prosecution, within one-month implementation of the Official Telegram No. 38/CD-TTg, functional forces nationwide initiated 44 cases related to intellectual property infringement, exceeding the total number of cases prosecuted for the entire year of 2025; including 7 cases related to copyright and related rights infringement.

Delegates attend the conference at the provincial bridge point.
In Hung Yen province, during the peak period from May 7th to May 30th, 2026, functional forces detected and handled 59 cases of trading in counterfeit goods and violating intellectual property rights, with a total fine of over 457 million VND. Of these, three cases were prosecuted criminally for the acts of copyright infringement in cyberspace, intellectual property infringement, and trading in counterfeit goods.
At the conference, representatives of ministries, sectors, and localities reported on the implementation results of the Official Telegram No. 38/CĐ-TTg; and discussed and proposed solutions to overcome difficulties and obstacles in the fight against, prevention, and handling of intellectual property infringement.
In his concluding remarks, Deputy Prime Minister Ho Quoc Dung assessed that intellectual property infringement remains complex, with increasingly sophisticated methods and tactics, occurring in both traditional business and e-commerce environment. The coordination among functional forces in some areas is still lacking; some legal regulations are not specific enough, and penalties are not sufficiently deterrent. In particular, there is currently no standardized, interconnected national database to effectively serve the management, direction, and enforcement of intellectual property rights nationwide.
The Deputy Prime Minister requested that ministries, sectors, and localities continue to decisively and comprehensively carry out solutions to combat, prevent, and handle intellectual property infringement; strictly enforce legal regulations and severely punish violations in a manner that leaves no room for exceptions. At the same time, he emphasized the need to strengthen coordination among functional forces and promptly report to competent authorities any issues beyond their jurisdiction.
Immediately after the conference, Mr. Le Quang Hoa, Member of the Provincial Party Committee’s Standing Board and Vice Chairman of the Provincial People's Committee, directed relevant provincial departments and agencies to urgently implement the assigned tasks.
He acknowledged the decisive, serious, and responsible involvement of departments, sectors, and localities in the past period; and requested that agencies and units continue to strengthen coordination in monitoring and supervising production and business activities in the area; promptly detect, inspect, and handle intellectual property infringements according to regulations.
In addition, it is necessary to strengthen the dissemination of laws on copyright, related rights, and intellectual property; guide localities to review production and business establishments, especially garment and footwear processing establishments, and have them sign commitments to strictly comply with the provisions of intellectual property law, contributing to building a healthy production and business environment and protecting the legitimate rights and interests of organizations and individuals.
