In his opening remarks, Prime Minister Pham Minh Chinh assessed that in the first months of 2026, Vietnam faced many difficulties and challenges from the outside, especially the spreading military conflict in the Middle East, causing disruptions to supply chains, rising oil and gas prices, and increasing transportation costs; global commodity, financial, monetary, and precious metal markets experienced strong fluctuations with increased risks and uncertainties.

However, with the decisive involvement of the entire political system, the people, and the business community, under the direction of the Politburo and the Secretariat, headed by General Secretary To Lam, the socio-economic situation in the first quarter of 2026 generally continued to develop positively, achieving fairly comprehensive results, with many sectors experiencing breakthrough growth and many localities being bright spots.

The Prime Minister requested delegates to focus on analyzing the situation and proposing key tasks and solutions for the coming period to achieve the goal of both high growth and maintaining macroeconomic stability, controlling inflation, and ensuring the major balances of the economy; especially, the target of growth of 10% or higher remains unchanged.

At the conference, leaders of ministries, sectors, agencies, and localities focused on discussing tasks and solutions to be implemented in the coming period to achieve double-digit economic growth; make immediate solutions to ensure energy security and the supply of petroleum products to meet domestic production, business, and consumption requirements; and accelerate the disbursement of public investment capital from the early months of the year.

In his concluding remarks, Prime Minister Pham Minh Chinh commended and acknowledged the efforts of ministries, agencies, and localities in implementing tasks and achieving many results in the first quarter.

Analyzing the complex and unpredictable global context, the Prime Minister emphasized the need to turn challenges into opportunities, proactively transform the economic state, and restructure the economy; while remaining steadfast in the goal of double-digit growth, curbing inflation, stabilizing the macroeconomy, and creating momentum and strength for the country in 2026 and the following years.

Regarding future tasks, Prime Minister Pham Minh Chinh requested that each ministry, agency, unit, and locality demonstrate high determination and decisive action, closely monitor the domestic and international situation to develop appropriate, flexible, and effective tasks and solutions; and vigorously promote public investment, ensuring a 100% disbursement rate. To ensure national energy security, provide sufficient petroleum products for the economy and the needs of the people in all situations; boost administrative reform, minimize administrative procedures, contributing to reducing costs for people and businesses; continue to implement solutions to ensure social welfare and improve the lives of the people.
