Comrade Pham Quang Ngoc, Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Chairman of the Provincial Military Service Council, presided over the conference. The conference saw the participation of Major General Le Van Long, Deputy Commander of Military Region 3; Colonel Vu Van Dinh, Member of the Standing Board of the Provincial Party Committee, Chief of the Provincial Military Command, and Standing Vice Chairman of the Provincial Military Service Council; Major General Tran Xuan Anh, Member of the Standing Board of the Provincial Party Committee, Director of the Provincial Public Security, and Vice Chairman of the Provincial Military Service Council; representatives from the Standing members of the Provincial People's Council, the Standing Committee of the Vietnam Fatherland Front Committee of the province; members of the Provincial Military Service Council; and representatives from the leadership of several provincial departments, agencies, and localities in the province.
In 2026, Hung Yen province is assigned the target of recruiting 4,750 citizens for military service and 540 citizens for service in the People's Public Security Force. This is the first year of military recruitment in the context of a two-tier local government system. This requires the recruitment process to be implemented decisively and rigorously from the beginning. Therefore, the 2026 recruitment work has achieved 100% of the assigned target. The process emphasized democracy and transparency, with a strict and safe organization of troop handover and reception. The quality of military recruitment has been improved, with 76% of citizens meeting health standards of type 1 and type 2; and 20.7% of citizens with college or university degrees enlisting. 57.8% of outstanding citizens received Party awareness training before enlisting. Emphasis is placed on supporting the military, fostering consensus and trust among the people. The Provincial Party Committee, the People's Council, the People's Committee, and the Vietnam Fatherland Front Committee of the province presented gifts worthy of 5 million VND per enlisted citizen. Localities, departments, organizations, and businesses also donated gifts to encourage citizens to enlist. The handover and reception ceremony was held solemnly, safely, and economically at 9 locations throughout the province.
In 2027, the Provincial Military Service Council determined: To consistently do a good job of disseminating and educating on the Military Service Law, the People's Public Security Law, and related guiding documents, decrees, and circulars. The entire political system and military service councils at all levels are focusing on leading and directing efforts to improve the quality and effectiveness of military recruitment; continuing to strictly implement the principle of "declaring war on negativity and inequality in military recruitment," and resolutely handling cases of violations of the Military Service Law. At the same time, they are promoting the application of information technology, closely managing the source of young people ready for military service; effectively implementing policies supporting the families of soldiers; providing career guidance, counseling, and job placement services for soldiers returning to their localities after completing their military service.
At the conference, delegates discussed and clarified the achievements, limitations, shortcomings, and their causes; exchanged experiences and innovative and effective methods in military recruitment; and proposed specific solutions to ensure that the 2027 military recruitment meets the assigned targets and quality standards.

Speaking at the conference, Major General Le Van Long, Deputy Commander of Military Region 3, requested that in the coming time, the Party committees, governments, and military service councils at all levels in Hung Yen province continue to thoroughly understand and strictly implement the Party's guidelines and policies, the State's laws and regulations, and directives on local military and national defense work, including the selection and recruitment of citizens for military service and participation in the People's Public Security Force. He also requested increased propaganda and education to raise awareness among cadres, Party members, and the people about their rights and obligations to protect the Fatherland, the Military Service Law, and the People's Public Security Law; and to effectively carry out the registration and management of citizens aged 17 and those within the age range for military service. The process of preliminary selection, health examination, and review of military service standards should be carried out strictly, efficiently, and with high quality, meeting all quotas in accordance with the law. At the same time, the policy of supporting the military's rear services for conscripted citizens should be further improved, attracting more young people with college and university degrees to serve in the military.
Delivering a keynote address at the conference, Comrade Pham Quang Ngoc, Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Chairman of the Provincial Military Service Council, acknowledged and highly appreciated the efforts of localities and units in implementing the 2026 military recruitment work and the opinions of delegates participating in the conference. Analyzing the factors affecting military recruitment, effective solutions, and lessons learned from leadership and guidance, he stated that: The 2026 military recruitment work is significantly impacted by being the first year of implementing a two-tier local government system; the regular military forces have just been deployed to communes and wards; and the system of legal documents has been amended and supplemented with many new contents. However, the province's military recruitment work also has fundamental advantages, namely: the province's socio-economic development continues; national defense and security are maintained, and social order and safety are ensured. The coordination and collaboration in implementing military rear-area policies, along with innovative propaganda, have created consensus in the recruitment process.
To successfully complete the 2027 military recruitment task, the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Chairman of the Provincial Military Service Council emphasized: the Party committees, local governments, departments, and mass organizations at all levels need to clearly define that the selection and recruitment of citizens for military service and participation in the People's Public Security Force is a crucial political task. Therefore, they should strengthen leadership and guidance, promote their roles and responsibilities in the recruitment process; proactively develop plans, clearly assign tasks and timelines, and conduct inspections and draw lessons learned during implementation. Emphasis should be placed on innovating propaganda work to suit the new situation. The Provincial Military Command, the Provincial Public Security, and member agencies of the Provincial Military Service Council closely monitored the actual situation, proactively advising on and resolving difficulties and obstacles in the recruitment and conscription of citizens into the military and the People's Public Security Force in 2027; meticulously organizing the reception, counseling, and job placement for soldiers returning to their localities after completing their military service... The Department of Health accelerated digital transformation in medical examination and treatment, implemented electronic medical records, and effectively coordinated in the implementation of military service health examinations. The Party committees and authorities of communes and wards built upon the achievements, upholding a high sense of responsibility to successfully complete the 2027 military recruitment task.
