Delivering the opening speech for the training course, Assoc. Prof. Dr. Doan Minh Huan, Member of the Politburo, Director of the Ho Chi Minh National Academy of Politics, and Head of the Steering Committee for the Project on Training and Improving the Quality of Grassroots Officials, emphasized: After one year of operation of the two-tier local government system, many issues have arisen, including the training and improvement of the practical organizational capacity of grassroots-level cadres and civil servants. The training course focuses on practical situations and uses problem-solving skills as a measure of effectiveness. The overarching principle is learning from practice, solving practical problems, and returning to serve practice. Through this, not only will knowledge be supplemented, but more importantly, practical organizational capacity, management and implementation skills, problem-solving abilities, and innovative thinking will be enhanced, based on correctly defining the mission, position, and responsibilities of the grassroots level in comprehensive governance, development creation, and serving the people.
