Accordingly, the goal is that by 2030, the annual value of scientific and technological goods transactions will increase by an average of 30%, The proportion of intellectual property transactions reaches 20%, the proportion of imported technology transactions from developed countries reaches 35%... To achieve the set goals, the province has issued many documents and deployed solutions to develop the scientific and technological market with a focus on boosting the central role of businesses in promoting research activities, developing ideas, perfecting and creating new technologies and applying science and technology in production and business.

Starting from the idea of ​​researching equipment to support pig breeders in controlling cage conditions to ensure effective and safe farming, Mr. Pham Hong Son in Hung Yen city and a group of friends researched and designed equipment to control microclimate in pig farms. Son's team has succeeded in designing and putting into operation a microclimate control equipment system. After completing and registering for protection, Son's research results have been transferred to farms inside and outside the province. Through users' reviews, the device is constantly improved and the market is expanded. To date, hundreds of farms inside and outside the province have installed and used microclimate control system, contributing to economic efficiency and disease safety. Son shared: The microclimate control device consists of 3 parts: Sensor, controller and central transmitter. When the machine is attached to a closed farm, all data collected on the farm will be reported to smart devices such as phones and computers. When the parameters in the barn are not guaranteed, the system will send an immediate warning to let the farm owner know and have appropriate adjustment solutions to ensure the best microclimate conditions for crops and livestock.

In order to support and promote businesses, organizations and individuals in the province to innovate and improve technological levels, the Department of Science and Technology regularly advises and guides businesses to research, perfect and master technology while actively implementing and coordinating in the performance of scientific and technological tasks to perfect technology and create new products that are competitive in the market. In addition, the Department of Science and Technology advises and guides the establishment of businesses and scientific and technological organizations to form and develop the scientific and technological market. The province currently has 7 scientific and technological enterprises and 9 scientific and technologival organizations. Every year, the Department of Science and Technology evaluates and issues technology transfer registration certificates to qualified businesses and promotes technological application activities and scientific research results into production and business activities according to the registration field.

In addition to boosting the application of science and technology to improve productivity and quality of products, goods and services, the work of establishment and protection of intellectual property is increasingly interested by businesses and organizations, individuals in the province. Every year, hundreds of organizations and individuals in the province apply to register and are granted titles to protect industrial designs and trademarks for products, goods and services. In addition to supporting the implementation of advanced science and technology application models, the Department of Science and Technology promotes the provision of information on technologies ready for transfer and the need to find technology for application in production and business through media channels; website, scientific and technological newsletter; yearbooks of scientific and technological topics and projects; seminars, conferences and especially updating information on the websites of the Department of Science and Technology and the Provincial Union of Science and Technology Associations. Every year, the province's authorities organize many training conferences on science and technology development, intellectual property, and advise and guide organizations and individuals to participate in activities connecting technology supply and demand at technology and equipment markets held

by the Ministry of Science and Technology or localities throughout the country. From there, creating motivation for organizations and individuals to increase the promotion of images, products, goods and services in commercial activities, increasing their position and competitiveness in the market.

The scientific and technological market in the province is gradually forming, contributing to promoting innovation and forming a startup ecosystem.

However, the science and technology market in the province has not yet fully developed and not created a network to support services in the market. The connection between the province's science and technology market with other provinces and foreign countries is still limited. Meanwhile, the need for innovation among businesses is increasing. Most businesses in the province are small and medium-sized, do not have enough capacity to proactively search and access information about technology supply and have not accumulated enough resources to receive new technology, high technology. Therefore, businesses' proactive participation in the science and technology market is still limited.
