In his opening speech, Mr. Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, Deputy Head of the Provincial Election Steering Committee affirmed: The election of deputies to the 16th National Assembly and the People's Council at all levels for the 2026-2031 term is an important political event, of special significance in the process of building a socialist rule-of-law state. In the past time, Hung Yen province has seriously implemented the Central's instructions; issued complete documents and instructions to ensure consistency and closely follow progress.

Comrade Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, Deputy Head of the Provincial Election Steering Committee delivers the opening speech and conveys the contents of the conference.

He requested the delegates at the conference to uphold their sense of responsibility, carefully study the documents, exchange frankly, forecast situations and propose feasible solutions; coordinate closely in directing and organizing implementation; absolutely not to be passive or confused in any stage. The election must be conducted democratically, in accordance with the law, safely, economically and truly become a broad political activity, contributing to the selection of typical delegates, worthy of representing the will and aspirations of the people.

At the conference, the Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, Deputy Head of the Provincial Election Steering Committee disseminated and implemented the following contents: Directive No. 46-CT/TW dated May 16, 2025 of the Politburo on leading the election of deputies to the 16th National Assembly and the People's Council at all levels for the 2026-2031 term; Directive No. 68-CT/TU dated June 18, 2025 of the Provincial Party Committee’s Standing Board on leading the election of deputies to the 16th National Assembly and the People's Council at all levels for the 2026-2031 term; the announcement of the Decision to establish the Steering Committee for the election of deputies to the 16th National Assembly and the People's Councils at all levels for the 2026-2031 term.

Comrade Le Quang Hoa, Member of the Provincial Party Committee’s Standing Board, Vice Chairman of the Provincial People's Committee, disseminated and implemented the following contents: Directive No. 28/CT-TTg dated September 18, 2025 of the Prime Minister on organizing the election of deputies to the 16th National Assembly and the People's Councils at all levels for the 2026-2031 term; Directive No. 08/CT-UBND dated October 16, 2025 of the Provincial People's Committee Chairman on organizing the election of deputies to the 16th National Assembly and the People's Councils at all levels for the 2026-2031 term; announced the Decision to establish the Hung Yen Provincial Election Committee.

Speaking at the conference, Comrade Nguyen Huu Nghia, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Election Steering Committee, emphasized: The documents guiding and implementing the election work that were thoroughly grasped and deployed at the conference are very important, serving as a "handbook" for all levels and sectors from the province to the grassroots to immediately take action, prepare early and thoroughly for the work, contributing to the successful organization of this important election.

The Provincial Party Secretary requested that Party committees and authorities at all levels focus on leading and closely directing personnel work - a key factor that determines the success of the election. The introduction of candidates must be public and transparent, linked to the planning of cadres, the results of Party congresses at all levels, and the requirement to streamline the apparatus and implement the two-tier local government model. Candidates must have a truly strong political stance, be loyal to the Fatherland and the People, have virtue, vision, talent, good health, and meet the legal standards; prioritize the introduction of people with innovative thinking, who dare to think, dare to speak, dare to do, dare to take responsibility; at the same time have the vision and capacity to participate in policy making to create development for the locality and the country in the new period. The structure of delegates must ensure harmony between sectors, genders, ages, and regions; focus on full-time delegates, female delegates, young delegates, the ones who are intellectuals, workers, farmers, businessmen, artists, religious dignitaries, etc. With the motto "the essence is important, not the number", the province strives to elect enough delegates but puts the quality of delegates in the first.

The Provincial Party Secretary requested Party committees at all levels to focus on leading and closely directing the organization of consultation conferences to ensure democracy, objectivity, and compliance with the law; strengthen inspection and supervision, resolutely prevent unhealthy campaigns; ensure citizens' right to run for election and vote; strictly handle all illegal obstructions. To promote extensive propaganda work so that voters and people are fully aware of the meaning and importance of the election; launch emulation movements; encourage voters to voluntarily participate and strive for a high turnout rate. To ensure political security, social order and safety; proactively respond to natural disasters and extreme weather; promptly resolve complaints and denunciations; fight against bad, toxic and distorted information related to the election.

Along with that, agencies and organizations need to increase the application of information technology and digital transformation in the management and operation of election work; at the same time, ensure safety, network security and data security. Agencies and units must coordinate smoothly, clearly assign people, tasks, responsibilities and time.

Receiving the direction and closing the conference, Comrade Tran Quoc Van, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Standing Deputy Head of the Provincial Election Steering Committee, Chairman of the Provincial Election Committee requested Party committees and Election committees at all levels to concretize the direction of the Central and the province with detailed plans; considering the mastery of regulations, procedures and handling of situations as mandatory requirements for each participants.
