To comprehensively develop cultural and social fields, ensure harmonious connection with economic development according to Resolution No. 103/2023/QH15
On 09/11/2023, the National Assembly issued the Resolution No. 103/2023/QH15 on the 2024 Socio-Economic Development Plan.
According to the Resolution, the content of comprehensive development of cultural and social fields, ensure harmonious connection with economic development; ensure social security and improve the material and spiritual life of the people, specifically as follows:
- To continue to effectively implement Conclusion No. 76-KL/TW dated June 4, 2020 of the Politburo on continuing to implement Resolution No. 33-NQ/TW of the 11th Party Central Committee on the construction and development of Vietnamese culture and people to meet the requirements of sustainable development of the country and the Conclusion of General Secretary Nguyen Phu Trong at the National Cultural Conference; attach importance to cultural and social development on a par with economic development; focus on building a healthy cultural environment, grassroots' cultural life, effectively carry out the movement "All people unite to build cultural life"; build people with character, civil servant culture, public service culture; focus on the responsibility of setting an example for cadres and Party members. To pay more attention to preserving, embellishing and promoting national cultural values, tangible and intangible cultural values of areas and regions; prioritize investment in building, upgrading and renovating the system of cultural institutions. To promote the movement of physical education, mass sports, and high-performance sports. To focus on building and submitting to competent authorities for the promulgation of the National Target Program on revitalizing and developing culture and building Vietnamese people. To well organize events to celebrate the country's major holidays.
- To implement fully, promptly, effectively, ensure the publicity and transparency of preferential policies for people with meritorious services to the revolution, especially the Directive No. 14-CT/TW dated July 19, 2017 of the Secretariat on continuing to strengthen the Party's leadership in the work of people with meritorious services to the revolution and the Ordinance on preferential treatment for people with meritorious services to the revolution. To urgently promulgate and implement the housing support program for people with meritorious services to the revolution in the period 2021 - 2025. To effectively implement policies to provide regular and extraordinary assistance to vulnerable people and social beneficiaries. To focus on fully and promptly performing social security and welfare policies, improve the material and spiritual lives of the people. To soon issue social protection policies for poor households unable to work according to Directive No. 05-CT/TW dated June 23, 2021 of the Secretariat on strengthening the Party's leadership in sustainable poverty reduction until 2030. To research and promulgate credit policies to support poverty reduction, especially loans for repair and construction of new housing for poor and near-poor households in rural areas. To effectively implement solutions to ensure multidimensional, inclusive, and sustainable poverty reduction goals by integrating policies in different fields to avoid overlap and duplication, ensure synchronization and effectiveness, associated with the goal of sustainable development, ensure a gradually increasing minimum standard of living and people's ability to access basic social services.
- To build and complete a synchronous legal framework to promptly and effectively implement the salary policy reform plan from July 1, 2024 according to Resolution No. 27-NQ/TW dated May 21, 2018 of the Party Central Committee on the salary policy reform for cadres, civil servants, public employees, armed forces and workers in enterprises; review and complete wage policies, social insurance and unemployment insurance policies in the direction of expanding coverage and developing participants; make effective solutions and policies to overcome the situation that employees withdraw social insurance at one time. To strengthen supply-demand connection, strongly develop the labor market; promote sustainable job creation and effective labor use, especially through programs, projects and credit policies to support job creation and labor market participation; build harmonious, stable and progressive labor relations; do well in occupational safety and hygiene and foreign labor management in Vietnam. To promote the development of social housing and worker housing; quickly and effectively deploy the investment project to build at least 01 million social housing apartments for low-income people and industrial park’s workers in the period 2021 - 2030.
- To improve the capacity to forecast, monitor and detect early, promptly and effectively control epidemics and public health emergencies, and take care of people's mental health, minors, ensure sufficient and timely medicine and medical supplies at public hospitals; respond fully and promptly to vaccines and maintain the vaccination rate of vaccines in the Expanded Program on Immunization above 90%. To research and develop a comprehensive policy framework on population, ensure a replacement birth rate appropriate to the region, population, quantity and quality of the population, contributing to prolonging and taking advantage of golden population period. The Summary of 5-year implementation of Vietnam's Population Strategy until 2030 associated with building and promulgating a National Policy Framework to adapt and solve the problem of population aging. To implement well ethnic, religious and belief policies; create a safe, friendly, healthy living environment for comprehensive child development, improve effectiveness in preventing and combating abuse, violence, accidents, and child injuries, protect children in the online environment; carry out well the work of the elderly, youth, gender equality, and for the advancement of women. To focus on improving the lives of ethnic minorities, people in remote areas, border areas, islands, and disadvantaged areas. To research and report to competent authorities on the national target program on drug prevention and control and improve the effectiveness of drug addiction treatment.
