Accordingly, the Plan clearly states the following purposes: To organize the collection of opinions from voters representing households in the province and organize the People's Council’s meetings at all levels to approve the policy of arranging administrative units to ensure publicity, democracy and compliance with the provisions of law.

Requirements: To provide full and timely information and propaganda to the People about the policy and the necessity of administrative units arrangement at all levels; thereby creating high consensus and unity between local Party committees, authorities and people. To correctly identify the scope and subjects directly affected by the arrangement of administrative units; organize to collect voters' opinions in accordance with population characteristics, ensuring safety, economy, efficiency, publicity, democracy and compliance with legal regulations. To organize meetings of the People's Councils at all levels to approve the policy of administrative units arrangement ensuring time and compliance with legal regulations.

According to the Plan, the subjects of opinions collection include: Voters representing households with permanent or temporary residence addresses in communes, wards and towns in districts, town and city in the province.

The contents of opinions collection are as follows: For the Project of merging Hung Yen province and Thai Binh province, including: the Plan of merging Hung Yen province and Thai Binh province; the name of the new province after the arrangement; the administrative headquarters of the province after the arrangement. For the Project of arranging commune-level administrative units of Hung Yen province (for contents related to localities), including: the Plan of the commune-level administrative units arrangement; the name of grassroots units (communes, wards) after the arrangement; the headquarters of grassroots units formed after the arrangement.

The scope of opinions collection: To collect opinions from voters representing households who are the People in the entire Hung Yen province.

Posting the list of voters representing households: The People's Committee at the district level directs the People's Committee at the commune level to proactively prepare and post the list of voters representing households to collect opinions on the Project on administrative units arrangement at the provincial and commune levels according to the prescribed forms and time. Implementation time: Complete before April 18, 2025. (Voters representing households are people with full civil act capacity; 18 years of age or older as of April 22, 2025).

The documents serving the collection of voters' opinions include: Summary of the Project on merging Hung Yen and Thai Binh provinces; Summary of the Project on the commune-level administrative units arrangement of the province; List of documents on policies and orientations of the Party and State on administrative units arrangement.

The form and method of public opinions collection: Collect opinions from voters representing households by distributing ballots to each household in each voting area of ​​each village and residential group.

The time for collecting voters' opinions: Organize the collection of opinions from voters representing households on April 22, 2025.

To organize meetings of the People's Councils at commune and district levels to approve the policy of administrative units arrangement at all levels: After receiving the results of public opinions collection, the People's Committee at the commune level shall submit to the People's Council at the same level for consideration and issuance of a Resolution approving the policy of administrative units arrangement at the provincial and commune levels; report to the People's Committee at the district level. Deadline for completion: April 23, 2025. The People's Committee at the district level shall synthesize and submit to the People's Council at the same level for consideration and issuance of a Resolution approving the policy of administrative units arrangement at the provincial and commune levels.
