Thereby, expressing deep confidence in the victory of the 1st Provincial Party Congress and the 14th National Party Congress.

Comrade Nguyen Van Chien, Member of the Provincial Party Committee's Standing Board, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission, Head of Group 1 chairs the discussion at Group 1.

Contributing opinions to the draft Political Report to be submitted to the 14th National Party Congress, the opinions focused on affirming that the draft Political Report was elaborately constructed, with a tight and scientific structure, comprehensive content, both inheriting and having new breakthroughs; demonstrating the Party's strategic and wise thinking and vision in the new era - the era of national development. The report correctly assessed the results of implementing the Resolution of the 13th National Party Congress, clearly stating the causes, and drawing lessons in a concise and condensed manner. The sections on evaluation, summary, orientation, and lessons learned are arranged logically. The language is concise, scientific, and precise, reflecting the leadership and fighting spirit of the Party.

Comrade Le Quang Hoa, Member of the Provincial Party Committee’s Standing Board, Chairman of the Provincial Inspection Commission, Head of Group 4 chairs the discussion at Group 4.

The theme of the 14th National Party Congress has demonstrated the country's development goals, fully covered the core issues, in line with the practical requirements for the country in the coming period, has persuasive power, is highly inspiring, and demonstrates scientific, practical, and general nature.

Comrade Pham Van Khue, Member of the Provincial Party Committee’s Standing Board, Head of the Provincial Organization Commission, Head of Group 5 chairs the discussion at Group 5.

Comrade Ngo Thi Kim Hoan, Member of the Provincial Party Committee’s Standing Board, Standing Vice Chairwoman of the Provincial Fatherland Front Committee, Head of Group 6 chairs the discussion at Group 6.

In addition, it is said that a number of policies and solutions need to be more specific, realistic and feasible; at the same time, some indicators and expressions need to be adjusted to ensure consistency and accuracy. Delegates suggested clearly expressing the development perspective of the draft Report: Strongly applying science, technology and innovation; promoting the development of new productive forces; boosting digital transformation associated with green development. To beef up the strength of culture and people, arouse the spirit of national solidarity; take advantage of opportunities, overcome challenges, bring the country to comprehensive and sustainable development. To clarify the content of the assessment of results, achievements and limitations, especially: total social investment capital, economic competitiveness, quality of resources, level of social consensus, effectiveness of policy implementation, environmental indicators; results of science and technology development, innovation, digital transformation; labor, employment, social and human development... as a basis for comparison with the goals for the period 2026 - 2030.

Comrade Hoang Thai Phuc, Member of the Provincial Party Committee’s Standing Board, Head of the Provincial Party Committee's Internal Affairs Commission, Head of Group 7 chairs the discussion at Group 7.

In the content of reforming the organization of the political system, delegates said that it is necessary to develop a project, clear principles, specifically analyze the functions and tasks of the entire political system and the state system; make a scientific reform roadmap, avoid extremism. The decentralization between the Central and local governments needs to shift from a similar government level model to a clear division of tasks and responsibilities, avoiding overlap, reducing the time to solve work, decentralizing, and assigning tasks according to fields and advisory capacity.

Regarding the draft Summary Report on a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years, the comments on the draft Summary Report have summarized the process of developing the Party's theoretical thinking, expressed in many aspects; the content of the draft report is highly general, tightly structured, concise, easy to understand, comprehensively and objectively reflecting the achievements of the renovation process over the past 40 years. Agreeing with the assessment in the draft on the achievements, limitations and lessons learned after 40 years of renovation, the delegates said that the content has reflected quite comprehensively and closely to reality. The comments were carefully and elaborately prepared, demonstrating the intelligence and enthusiasm of the entire Party and the entire people.

Commenting on the draft Summary Report on 15 years of implementing the Party Charter (2011 - 2025) and proposing directions for supplementing and amending the Party Charter, the opinions unanimously agreed to evaluate the draft Summary Report was prepared seriously, elaborately, with many innovations, concise content, and quite comprehensively assessed the results achieved during the term; frankly pointed out the limitations and shortcomings; at the same time, proposed directions, tasks, and breakthrough solutions in the Party building work, proposed contents to supplement and amend the Party Charter in accordance with and close to the reality of the Party building work in the current period. The majority of opinions agreed with the content stated in the draft Report of the Central Committee; highly appreciated the preparation work for implementation; highly appreciated the strong innovation in the method of building the Report in the direction of specificity, clear orientation, clear content, conciseness, easy to understand, easy to implement.

Discussing and contributing to the draft documents of the 1st Congress of the Hung Yen Provincial Party Committee, term 2025 - 2030, delegates highly appreciated the careful and scientific preparation, reasonable layout, comprehensive content, and high generalization of the results and outstanding achievements in the term 2020 - 2025.

Regarding the work of Party building and the political system, delegates said that it is necessary to continue to strengthen political and ideological education, foster revolutionary ethics for cadres and party members; emphasize the importance of building a contingent of cadres, especially leaders with sufficient qualities, capacity, prestige, innovative thinking, equal to the task; continue to arrange and streamline the organization of the political system to ensure effective and efficient operations; arrange and assign cadres, civil servants, public employees, and workers appropriately, ensure good and effective implementation of assigned tasks; improve the quality of the team of Party cells’ secretaries and Party committee’s members. Delegates also recommended that it is necessary to more clearly define the responsibilities and powers of Party committees; create favorable conditions for developing Party members in schools and private economic units; strengthen the management of Party members residing abroad, Party members who have lost their civil capacity, etc.

Comrade Pham Dong Thuy, Member of the Provincial Party Committee’s Standing Board, Director of the Department of Education and Training, Head of Group 8 chairs the discussion at Group 8.

Agreeing with the solution to promote all potentials and advantages of the province after the merger, delegates also suggested that it is necessary to focus on mobilizing all resources for investment in socio-economic development; maximize the potential and advantages of Hung Yen in terms of geographical location close to the capital Hanoi, in the fast-growing and dynamic Red River Delta, the Northern key economic zone, the Hanoi - Hai Phong - Quang Ninh growth triangle, maritime advantages, synchronously developed transport infrastructure, high connectivity, land and labor potential. To develop the marine economy in a sustainable direction, reasonably exploit the potential of riverside and coastal resources; develop maritime economic sectors, seaports, river ports, dry ports and logistics services associated with the global supply chain and the Red River Delta region. To actively and proactively participate in the linkage in the Northern coastal economic belt; establish the province's Free Economic Zone to ensure dynamism, multi-sector, international stature, create new development momentum for the province, catch up with new development trends of the world and enhance national competitiveness.

Delegates recommended that in the next term, the Provincial Party Committee continue to advise the Politburo to have a separate Resolution on the Free Economic Zone for Hung Yen, and first of all, upgrade Diem Dien port to operate effectively. Along with paying attention to investing in expanding, upgrading and opening new routes connecting the province and regions, the province needs to pay attention to developing the railway system connecting Hanoi - Pho Hien, the Pho Hien - Thai Binh intra-provincial expressway.

Comrade Vu Kim Cu, Member of the Provincial Party Committee’s Standing Board, Head of the Provincial Economic Zone Management Board, Head of Group 9 chairs the discussion at Group 9.

Delegates also proposed a number of solutions to improve the quality of human resources, focus on developing high-quality human resources and developing a team of cadres and civil servants with capacity, qualifications and ethics to meet the requirements of innovation and development of the province; continue to deploy and effectively implement Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on making breakthroughs in science and technology development, innovation and national digital transformation; raise awareness and digital capacity of Party committees, Party organizations and cadres and party members; focus on solutions to overcome difficulties in site clearance and disbursement of public investment capital; invest in the construction of modern centralized waste treatment plants; manage and use resources effectively, protect the environment, and adapt to climate change; promote administrative reform, improve the investment and business environment; improve the quality of education and training, focus on protecting and taking care of people's health, ensure social security, sustainable poverty reduction; pay attention to preserving and boosting traditional cultural heritage values ​​associated with tourism development; strengthen national defense, security, ensure social order and safety...

The opinions of the discussion groups will be received by the Presidium to supplement and complete the documents submitted to the 1st Provincial Party Congress, term 2025 - 2030 and the draft documents at the 14th National Party Congress.

After the discussion groups, the Congress worked in the hall, under the direction of the Presidium, the delegates continued to discuss and contribute opinions on the draft Political Report; analyze and clarify further the results achieved in the 2020 - 2025 term; propose and supplement to clarify the directions, tasks and solutions for the 2025 - 2030 term.

Comrade Doan Thi Nguyet, the Provincial Party Committee’s Member, Standing Deputy Head of the Provincial Party Committee's Organization Commission, presented a discussion on the topic "Improving the quality of activities of Party organizations, party members and the work of developing Party organizations and party members, especially in enterprises and private economic units in the period of 2025 - 2030. The tasks and solutions to improve the quality and efficiency of operations of two-tier local governments in the current period".

Comrade Ha Tien Thang, the Provincial Party Committee’s Member, Deputy Director of the Department of Home Affairs, presented a discussion on the topic "The tasks and solutions to improve the quality and efficiency of operations of two-tier local governments in the current period".

Comrade Nguyen Thi Anh, the Provincial Party Committee’s Member, Director of the Department of Health, presented the topic "The solutions to develop health infrastructure; improve the quality of health care, stature, and longevity of the people".

Comrade Dang Thi Thu Hang, the Provincial Party Committee’s Member, Standing Deputy Head of the Provincial Party Committee's Internal Affairs Commission, presented the topic "Strengthening the work of preventing and combating corruption, wastefullness, and negativity in Hung Yen province, period 2025 - 2030".

Colonel Nguyen Thanh Son, Deputy Secretary of the Provincial Public Security Party Committee, Deputy Director of the Public Security, presented the topic "Improving the effectiveness of ensuring political security, social order and safety; promoting the core role of the Police force in Party building, building the political system and serving the sustainable socio-economic development of Hung Yen province".

Comrade Do Huu Nhan, the Provincial Party Committee’s Member, Director of the Department of Culture, Sports and Tourism, delivered a speech on the topic "Building and developing a comprehensive, rich-in-identity Hung Yen culture and people, imbued with the core values ​​of the Red River Delta culture in the new era of national development".

Comrade Nguyen Quang Anh, the Provincial Party Committee’s Member, the Party Committee Secretary, Chairman of the People's Council of Thai Thuy commune, delivered a speech on the topic "Some solutions in leading and directing the implementation of the "Smart Mass Mobilization" model in the work of site clearance for investment projects in the area".

Comrade Tran Le Huy, the Party Committee Secretary, Chairman of the People's Council of Tra Ly ward, delivered a speech on the topic "Some solutions to improve the quality of activities of the Party cell in current residential group".

Comrade Pham Xuan Thang, the Party Committee Secretary, Chairman of the People's Council of Trieu Viet Vuong commune, delivered a speech on the topic "Making breakthrough solutions to promote rapid and sustainable socio-economic development of Trieu Viet Vuong commune".
