To affirm the leading position of the country in many fields
The reports and opinions at the Conference unanimously assessed the position and outstanding achievements of the Red River Delta region, this is a particularly important strategic area in terms of politics, economy, culture, society, national defense and security of the whole country, one of the two most dynamic economic regions in Vietnam, an important growth pole, playing a decisive role in the development of the whole country.
After the merger, the region includes six localities: Hanoi City, Hai Phong City, Quang Ninh, Hung Yen, Bac Ninh, Ninh Binh, all of which are economic locomotives and growth poles of the region and the country.
In the face of difficulties and challenges from the international and domestic situation, the Red River Delta economy still achieved positive results. The economic growth rate (GRDP) of the Region in the first 6 months of 2025 reached 9.32%, higher than the national average (7.52%) and leading among the 6 economic regions. In particular, many localities have made strong breakthroughs, achieving double-digit growth rates such as Hai Phong (11.2%), Quang Ninh (11%), Bac Ninh (10.5%), Ninh Binh (10.8%).
The Red River Delta region continues to affirm its leading position in the country in many fields. The region is a bright spot in attracting foreign direct investment (FDI), reaching 5.4 billion USD in the first 8 months of 2025, accounting for 49.2% of the total registered capital of the country. Of which, Bac Ninh leads the country in attracting new FDI capital, followed by Hai Phong, Hung Yen and Ninh Binh.
The region leads in state budget revenue, with the highest total revenue among economic regions, reaching over 814.6 trillion VND in the first 8 months of 2025 (accounting for 46.8% of the total revenue of the country). Hanoi leads the whole region, ranks the second in the country with 473.4 trillion VND, followed by Hai Phong and Hung Yen.
Comrade Nguyen Huu Nghia, Member of the Party Central Committee, Secretary of the Hung Yen Provincial Party Committee, speaks at the conference.
The region leads in export turnover with 129.3 billion USD, accounting for about 32.5% of the country's export turnover. Some localities in the region have good export growth rates compared to the same period, such as: Bac Ninh (57.3 billion USD, up 27.2%) ranked the second in the country (after Ho Chi Minh City), Hai Phong (31.8 billion USD, up 6.25%), Hanoi (13.8 billion USD, up 10.3%), Quang Ninh (2.6 billion USD, up 15.1%).
The region is a pioneer in disbursing public investment capital, the disbursement rate of the region reached 53.6% of the assigned plan, higher than the national average (about 46.3%). The areas with high disbursement rates are: Ninh Binh 90.5% (ranked the 3rd in the country), Bac Ninh 64.6% (ranked the 7th in the country).
The region also made a breakthrough in the service sector, with a good recovery trend. In particular, the tourism industry is a bright spot with high growth rates: Hanoi (up 20.9%), Quang Ninh (up 17.2%).
Leading in business development, the Red River Delta is the second most dynamic region after the Southeast region. In the first 8 months of 2025, the number of newly established enterprises was nearly 42,800, accounting for 33.3% of the country, with a registered capital of 512.6 trillion VND, accounting for 40.8% of the total capital of the country.
However, the current development model of the Region is still not commensurate with its potential; strong enough value chains and industry clusters have not been formed; the coordination and implementation of tasks still have shortcomings; the performance progress of some key projects and regional linkages is still slow...
The opinions at the Conference agreed that the Red River Delta, as a strategic area of the whole country, must become a pioneering region, taking the lead in concretizing the important Resolutions of the Politburo that have just been issued, in order to create new momentum and breakthroughs for the country's development in the coming period.
