Delegates attend the conference at the Hung Yen provincial bridge point.
The Lao Cai - Hanoi - Hai Phong railway line project has a length of nearly 419 km and a total investment of approximately 8.3 billion USD. In 2026, the project is allocated approximately 45 trillion VND, and to date, nearly 200 billion VND has been disbursed. The Ministry of Construction is actively directing the completion of the contractor selection for surveying, preparing technical designs, and signing contracts in April 2026; and directing the completion of land clearance staking documents for stable sections of the route in March to hand over to localities for implementation. Hanoi and Ho Chi Minh City are currently actively implementing investment procedures for approved urban railway lines. For Hung Yen province, the Lao Cai - Hanoi - Hai Phong railway line, passing through the province's territory, is approximately 16.7 km long, with one Hung Yen station located in Dai Dong commune. This station will have a mixed-use capacity (passenger and freight), with a total land acquisition area of approximately 83.5 hectares. To date, localities have done a good job of preparing the conditions for compensation, support, and resettlement for people affected by the project.
At the conference, representatives of ministries, sectors, and localities focused on discussing and evaluating the progress of project implementation; clarifying difficulties and obstacles and proposing solutions to overcome them in order to accelerate implementation.
Concluding the conference, Prime Minister Pham Minh Chinh highly appreciated the efforts of ministries, sectors, and localities in conducting the projects. The Prime Minister requested ministries, sectors, and localities to urgently complete the system of standards, regulations, and procedures in the railway sector based on international standards, in accordance with the practical conditions of Vietnam, ensuring synchronous and unified implementation nationwide. Along with that, the implementation of projects must ensure progress coupled with quality, comply with the law; strengthen inspection, supervision, and prevention of corruption, negative practices, and vested interests during implementation. The Prime Minister also requested ministries, sectors, and localities to urgently complete investment procedures, proactively allocate and mobilize diverse resources, and use investment capital effectively, avoiding losses and waste. Localities should focus on accelerating land clearance and resettlement, ensuring the stability of people's lives and livelihoods in new residences with the living conditions equal to or better than their previous ones. Ministries, sectors, and localities should strengthen coordination and proactively research and apply advanced technologies in construction and operation, ensuring the progress and quality of projects, especially inter-regional and inter-provincial railway lines.
