Recently, localities in the province have focused resources on accelerating the implementation of urban development programs to upgrade infrastructure systems, improve assessment criteria and meet the requirements of type II and III urban standards.
Van Lam district has a fast urban development speed
Van Giang district is considered the locality with the best progress in the province in implementing the urban development program. According to the standards prescribed by the urban classification criteria, Van Giang district scored 84.79 points, meeting the standards of type III urban area and is striving to achieve the criteria of type II urban area in the period of 2030-2037.
Van Giang district focuses on such activities as: Planning, infrastructure development, development of new urban areas... In which, the district is carrying out the work of establishing 11 urban subdivision planning projects, 1 detailed planning project of the urban center E-CT01. Currently, there are 2 urban subdivision planning projects: E3, E4 approved by the Provincial People's Committee. Along with that, the district has completed the work of establishing and having the Provincial People's Committee approve the project to adjust the construction subdivision planning at a scale of 1/2000 of the Long Hung Land - Van Giang - Zone B New Urban Area. The district focuses on investing in projects to create momentum for urban development. The urban development projects that are being implemented are being accelerated in terms of investment and construction, creating a spacious, modern, and synchronous urban appearance in terms of architecture and landscape such as: Ecopark Urban Area, Dream City Urban Area... Comrade Nguyen Quoc Chuong, Vice Chairman of Van Giang District People's Committee said: In the period of 2026 - 2030, the district will continue to focus resources on urban development according to the planning and development orientation of the province. It is recommended that the province continue to pay attention and prioritize resources for the district to complete the missing and weak criteria of a type III urban area and carry out a number of projects that are driving forces to promote Van Giang urban development in the period of 2026 - 2030, aiming to achieve the standards of a type II urban area by 2030.
In addition to the advantages, some localities still face difficulties in urban development. Through review and evaluation, Hung Yen city currently achieves 69.21/100 points of the standard for a type II urban area, but many criteria have not yet met the requirements. In particular, the criteria on population size, infrastructure development level, architecture, and urban landscape are major challenges. The current population of Hung Yen city is 133,747 people, while the requirement for a type II urban area is 200,000 people or more. The population density in the inner city area is 6,638 people/km², while the minimum required standard is 8,000 people/km². In addition, the city has not had any new urban areas planned according to the green, smart model. Comrade Nguyen Kha Phuc, Chairman of Hung Yen City People's Committee, said: To overcome these limitations, the city is calling for investment in the trade and service sector, prioritizing social housing projects to attract workers and residents from neighboring areas. In the coming time, the city will focus on urban construction projects, especially the projects to expand and develop urban infrastructure, focusing on transportation, key projects, socio-cultural institutions, and main investments for 5 communes striving to become wards. The city proposed that the Provincial Party Committee and the Provincial People's Committee have a special mechanism to support resources for the city in performinioug urban infrastructure construction.
My Hao town is making efforts to upgrade to a type III urban area, but many standards have not yet been met. Notably, the current standard for population density on construction land area is only 4.98 people/km², while the minimum is 6 people/km². The rate of public passenger transport services is about 3%, while the standard is ≥6%. The rate of treated wastewater is 12.5%, while the minimum requirement is 25%. To improve these criteria, the town is focusing on investing in traffic infrastructure, wastewater treatment, and developing additional urban functional areas, such as: Construction of roads and embankments of Ban - Vu Xa river, upgrading Le Quang Hoa street; Phu Gia housing project... On the other hand, urgently complete the processes and procedures for adjusting the town's general planning, complete the urban development program, and the town's urban upgrading project.
According to the province's urban development program, by 2030, the province is expected to have 19 urban areas; of which, Hung Yen city basically meets the criteria for a type I urban area; My Hao town meets the criteria for a type II urban area (expected to establish My Hao city); 2 type III urban areas are Van Giang urban area and Van Lam urban area; 7 type IV urban areas and 8 new type V urban areas in the districts. To achieve the set goals, the province continues to focus on mobilizing resources, from local budgets to socialized resources; attracting businesses to invest in infrastructure, housing, and urban service projects; upgrading the traffic system, wastewater treatment, and increasing the rate of public passenger transport. Localities focus resources on conducting essential projects to supplement and complete unmet urban criteria. To organize the preparation of projects to propose recognition, upgrade the urban type and prepare projects to establish urban administrative units according to regulations.
