According to a report by the Ministry of Science and Technology, the total capital allocated for science, technology, innovation, and digital transformation in 2026 is VND 103,411 billion. As of May 10th, only over VND 82,000 billion has been allocated nationwide, with the remainder yet to be disbursed; the total disbursed capital reached only 14.78% of the plan assigned by the Prime Minister.
Disbursement still faces such difficulties and obstacles as: The process of preparing, appraising, consolidating, and allocating public investment plans for science, technology, innovation, and digital transformation projects involves many steps and takes a long time; there are no guidelines on the organizational mechanism and management model of science, technology funds at the local level; some regulations on budget preparation, allocation, and management of science, technology, innovation, and digital transformation funds are unclear and lack specific guidance; some ministries, sectors, and localities still have a hesitant attitude and fear of responsibility in the process of implementing the new mechanism on science and technology, innovation, and digital transformation.
Leaders of the Department of Science and Technology attend the conference.
In Hung Yen, the total capital allocated by the Prime Minister for science and technology, innovation, and digital transformation in 2026 is 1,734 billion VND; as of May 10th, the province has allocated and distributed nearly 803 billion VND, with 931 billion VND yet to be allocated and distributed. As of May 10th, the total provincial budget expenditure for science and technology, innovation, and digital transformation reached 37.5 billion VND, corresponding to 4.68% of the allocated capital plan.
At the conference, delegates focused on discussing and analyzing difficulties and obstacles, and proposing solutions to accelerate the allocation and disbursement of capital for science and technology, innovation, and digital transformation in 2026.
In his concluding remarks, Deputy Prime Minister Ho Quoc Dung requested that heads of ministries and agencies, and leaders of localities, identify the responsibility for disbursing investment capital for science and technology, innovation, and digital transformation as a key and urgent political task in 2026 and subsequent years; striving to achieve the goal of 100% disbursement in 2026. He requested that ministries, agencies, and localities proactively review and classify projects to focus on resolving specific difficulties and obstacles; promptly adjust capital between projects to ensure efficient use of capital; prioritize resources for strategic projects with the potential to create breakthroughs, and in the immediate future, prioritize the task of completing the national land database. The implementation process needs to be proactive, flexible, and creative; the disbursement of funds must be strictly controlled, scientific, and free from waste and loss.
The Deputy Prime Minister requested the Ministry of Science and Technology and the Ministry of Finance to take the lead in guiding and proposing solutions to overcome difficulties and obstacles for ministries, sectors, and localities in the process of allocating and disbursing funds.
