Delegates attend the forum at the Provincial People's Council - the Provincial People's Committee’s Headquarters.

At the forum, delegates assessed that in 2025, the Vietnamese economy has recovered strongly, with the projected GDP growth of approximately 8-8.5%. It is considered an important foundation for the economy to transition to a new growth cycle with higher demands on quality, efficiency, and sustainability in the coming period.

Based on this, the Government and the National Assembly have set ambitious growth targets for 2026, striving for GDP growth of 10% or more, aiming to maintain double-digit growth in the 2026-2030 period; GDP per capita is projected to reach approximately US$5,500. To realize this goal, delegates emphasized the need for innovative development thinking and improved efficiency in mobilizing, allocating, and utilizing financial and investment resources.

The main growth drivers for 2026 are identified as: promoting a "dual transformation," focusing on green transformation and developing a circular economy linked to digital transformation; completing the legal framework for the capital market, especially digital assets and international financial centers, by 2025; and accelerating the disbursement of public investment capital, focusing on strategic infrastructure projects with significant spillover effects.

The VEPF 2025 Annual Forum, organized by the Central Policy and Strategy Commission in coordination with the Government, included two thematic sessions and a plenary session. At these sessions, the forum recorded numerous introductory opinions, exchanges, and discussions from leaders of ministries, sectors, corporations, businesses, associations, and domestic and international experts, focusing on the need to promptly institutionalize and concretize major resolutions already issued; and proposing new mechanisms to expand investment and development opportunities for domestic businesses and foreign investors. Furthermore, the delegates at the forum summarized and analyzed the fundamental issues of Vietnam's economy in the 2021-2025 period in relation to the regional and global context, clarifying the comparative advantages, opportunities, and challenges for an economy with a high degree of trade openness like Vietnam.

In his concluding remarks, Prime Minister Pham Minh Chinh expressed his sincere gratitude for the contributions and exchanges from the delegates; and emphasized that Vietnam always values and recognizes that rapid growth must go hand in hand with sustainability, with science and technology, innovation, digital transformation, and green transformation as the main driving forces.

The Government and relevant ministries and agencies will fully incorporate the heartfelt and responsible opinions from the forum to refine policies and strategies, create a transparent and open investment and business environment, and support businesses, contributing to the rapid and sustainable development of Vietnam's economy in the coming period.

The Prime Minister also requested ministries, sectors, and localities to continue researching and improving institutions, removing bottlenecks, and effectively utilizing resources; while maintaining macroeconomic stability, controlling inflation, and ensuring major economic balances; maximizing resources for investment and development; improving the quality of growth, labor productivity, and the competitiveness of the economy; and promoting the application of science and technology, fostering innovation, and developing the digital economy, green economy, and circular economy.

In addition, major policies and orientations should be concretized into programs, plans, and solutions that are appropriate to actual conditions, ensuring consistency and effectiveness. The implementation of economic development tasks and solutions must be closely linked to the requirements of sustainable development, improving governance and management capacity, and the responsibility of all levels and sectors.
