Speaking at the opening of the meeting, Chairman of the Provincial People's Council Tran Quoc Toan emphasized: At this meeting, at the request of the Provincial People's Committee, the Provincial People's Council will focus on discussing, considering and passing a number of Resolutions to carry out important and urgent tasks to effectively exploit resources; ensure policies, social security, political security, social order and safety, create a stable environment for socio-economic development of the province in 2024 and the following years; contributing to building a streamlined, efficient and effective political system and government apparatus at all levels of the province. In particular, the submitting to the Provincial People's Council for comments on the policy of arrangement of commune-level administrative units in Hung Yen province for the period 2023-2025 is an important basis for completing the Project and submitting it to the National Assembly Standing Committee for resolution. In order for the meeting to truly have good quality, it is recommended that the Provincial People's Council’s delegates and delegates attending the meeting promote the sense of responsibility to voters and the People, concentrate on intelligence, and study documents, speak and discuss with focus, democracy, frankly express views, opinions and resolutions to pass highly feasible resolutions, contributing to the success of the meeting.

At the meeting, the Provincial People's Committee presented to the Provincial People's Council the reports, proposals and draft resolutions on contents related to the policy of arrangement of administrative units, policies and social security, political security, public investment policy, specifically as follows: The approval of the policy of arrangement of commune-level administrative units in Hung Yen province for the period 2023-2025; prescribing measures to ensure the implementation of democracy at the grassroots level in the province; stipulating criteria for establishment and number of members of security and order protection groups, levels of support, allowances and a number of policies for members of security protection groups at grassroots level in the province; approval of the change of rice land use purpose of less than 10 hectares in 2024 to perform investment projects in the province; approval of the list of projects requiring land recovery for adjustment and supplementation in 2024; compensation of sources and adjustment of capital plans and expenditure estimates due to reduced land use fee collection from the provincial budget in 2023; extending the execution time and disbursement of public investment capital from the local budget from 2023 to 2024; regulating the fees for preschool education and public general education in the province; approval of public investment policies for a number of works and projects in the province.

Next, representatives of the Legal Affairs Board, Economic - Budgetary Affairs Board, and Cultural - Social Affairs Board of the Provincial People's Council presented the Verification Reports on reports, submissions and draft resolutions of the Provincial People's Committee presented at the meeting.

Under the direction of Chairman of the Provincial People's Council Tran Quoc Toan, delegates of the Provincial People's Council discussed focusedly and highly agreed with the reports, proposals and draft resolutions submitted by the Provincial People's Committee at the session.

Next, the meeting voted to dismiss Mr. Le Quang Hoa, former Director of the Department of Home Affairs, member of the Provincial People's Committee, term 17, for the period of 2021-2026; Mr. Nguyen Van Tho, former Director of the Department of Industry and Trade, who was transferred to another job; Mr. Nguyen Van Phu, former Director of the Department of Natural Resources and Environment due to his retirement. The Provincial People's Council’s delegates present at the meeting voted to elect additional members of the Provincial People's Committee term 17, for the period of 2021-2026 for Mr. Vu Van Kien, Director of the Department of Home Affairs; Mr. Vu Quang Thang, Director of the Department of Industry and Trade.

The meeting conducted a vote to approve the Resolutions presented at the meeting. 100% of the Provincial People's Council’s delegates attending the meeting strongly agreed, voting to pass 13 thematic resolutions and 05 resolutions on personnel work.

Speaking at the end of the meeting, Chairman of the Provincial People's Council Tran Quoc Toan highlighted: The task from now until the end of the year is extremely heavy, we must strive to complete the targets and tasks of the socio-economic development at the highest level, ensuring national defense and security of the province in 2024 and the period 2021-2025; at the same time, we must also build and prepare well the province's development orientations for the period 2026-2030 and the following years. It is recommended that the Provincial People's Committee, all levels and branches continue to be more drastic, focus on completely resolving issues that still have many limitations, difficulties and obstacles to complete the goals and targets in the Resolution proposed by the Provincial People's Council.
