The teleconference to summarize traffic safety and order in 2025 and give the directions and tasks in 2026
On the afternoon of January 6, Comrade Tran Hong Ha, Member of the Party Central Committee, Deputy Prime Minister, and Chairman of the National Traffic Safety Committee, chaired a teleconference to summarize traffic safety and order in 2025 and outline the directions and tasks in 2026.
At the provincial bridge point, the conference drew the attendance of Comrade Lai Van Hoan, the Provincial Party Committee’s Member, Vice Chairman of the Provincial People's Committee, and Standing Deputy Head of the Provincial Traffic Safety Committee; and leaders of departments and agencies that are members of the Provincial Traffic Safety Committee.
Delegates attend the conference at the Hung Yen provincial bridge point.
According to the National Traffic Safety Committee's report, the period from the beginning of 2025 to the present is the first phase of the comprehensive implementation of new regulations under the Law on Road Traffic Order and Safety, the Road Law, and the Government’s Decree No. 68/ND-CP stipulating administrative penalties for violations of road traffic order and safety, as well as the point deduction and point restoration mechanism on driver's licenses. Ministries, sectors, and localities have aggressively and comprehensively implemented solutions in accordance with the new laws, combined with increased application of science and technology, dissemination and education on traffic safety laws, infrastructure improvement, and intensified handling of violations on digital platforms. The results show a significant decrease in traffic accidents nationwide across all three criteria compared to the same period in 2024. Previously common violations such as drunk driving, speeding, and running red lights have shown a clear downward trend.
The statistics on road, rail, and waterway traffic accidents from December 15, 2024 to December 14, 2025 show that nationwide there were 18,601 accidents, resulting in 10,491 deaths and 12,312 injuries, including 27 particularly serious accidents. Compared to the same period in 2024, there was a decrease of 5,312 accidents, 711 deaths, and 5,259 injuries.
Regarding the handling of violations, the Traffic Police force processed 3,392,164 cases of violations of road, rail, and waterway traffic safety regulations; imposed fines totaling nearly 6,854 billion VND, revoked 215,376 driver's licenses, professional certificates, and deducted points from 391,802 driver's licenses, and temporarily seized 840,314 vehicles of various types. Compared to the same period in 2024, the number of cases handled decreased by 908,708, and fines were reduced by over 1.026 billion VND.
In Hung Yen province, in 2025, the work of ensuring traffic order and safety has achieved positive results. The traffic accident situation in the province has significantly decreased in all three criteria: number of incidents, number of deaths, and number of injuries compared to the same period in 2024. Specifically, there were 599 incidents in the province, resulting in 355 deaths and 396 injuries (compared to 2024, seeing a decrease of 314 incidents, 56 deaths, and 286 injuries). No particularly serious traffic accidents occurred in the province.
Regarding patrol and control activities, in 2025, a total of 832,965 vehicles were inspected, and 29,072 violations of road, rail, and inland waterway traffic safety regulations were recorded. Estimated fines totaled nearly 114 billion VND, 2,629 driver's licenses, professional certificates, and licenses were revoked, and 8,286 vehicles of various types were temporarily seized.
In 2025, the Provincial Traffic Safety Committee Office organized numerous road traffic safety awareness campaigns in localities with high traffic accident rates, reaching over 1,500 people. They also conducted waterway traffic safety awareness campaigns in localities with waterway traffic; distributed 24,000 leaflets and 800 life jackets to the public; and distributed 1,570 helmets and 8,000 family traffic safety handbooks to students in primary schools throughout the province.
Based on the discussions and proposals at various bridge points, and the directives delivered at the conference, Deputy Prime Minister and Chairman of the National Traffic Safety Committee Tran Hong Ha acknowledged and highly appreciated the efforts of ministries, sectors, and localities in the synchronous implementation of new legal regulations on traffic order and safety, thereby contributing to reducing traffic accidents nationwide in 2025. According to the Deputy Prime Minister, the reduction in traffic accidents across all three criteria is an important result, demonstrating a clear transformation in state management, but complacency is still necessary, as the risk of accidents remains, especially on major traffic routes, urban areas, and rural areas.
Pointing out shortcomings that need to be addressed, Deputy Prime Minister Tran Hong Ha stated that the awareness of law compliance among some road users remains a potential risk factor. Public awareness campaigns in some areas have not been sufficiently in-depth. The transportation infrastructure still has shortcomings, while the application of science and technology and the exploitation of digital data to serve traffic order and safety management are not uniform across localities.
The Deputy Prime Minister requested that ministries, sectors, and localities continue to tighten discipline in implementation, clearly define the responsibilities of each level, sector, and locality, ensuring no areas are left unattended and not entirely delegated to functional forces; at the same time, strongly innovate the propaganda work towards a people-centered approach, linking raising awareness of law compliance with building a safe and civilized traffic culture.
He also requested that relevant agencies and localities focus on reviewing and definitively addressing traffic accident hotspots and potential accident locations; ensuring the efficient exploitation and maintenance of infrastructure systems; and promoting the application of technology, connectivity, and data sharing in management, monitoring, and handling of violations. Each ministry, sector, and locality needs to develop specific goals and targets, determined to significantly reduce traffic accidents across all three criteria: the number of incidents, the number of deaths, and the number of injuries in 2026 and subsequent years.
