According to the latest storm information from the National Center for Hydro-Meteorological Forecasting, at 1:00 p.m. on September 23, the center of super storm No. 9 was at about 20.3 degrees North latitude; 117.1 degrees East longitude, about 730km east of Leizhou Peninsula (China). The strongest wind is at level 16-17 (184 - 221km/h), gusting above level 17. It is forecasted that in the next 3 hours, the storm will move in a West-Northwest direction, at a speed of about 20km/h. By the morning of September 24, storm No. 9 will move in a West-Northwest direction at a speed of 20-25km/h and gradually weaken over the northern sea area of the North East Sea, about 400km east of Leizhou Peninsula (China), the strongest wind near the storm center is at level 15-16, gusting over level 17. It is warned of the natural disaster risk at level 4 over the northern sea area of the North East Sea.
It is forecasted that by the morning of September 25, the storm will move in a West direction at a speed of 20-25km/h, continuing to weaken over the mainland south of Guangzhou province (China), about 180km east of Quang Ninh. The strongest wind near the storm center is at level 11-12, gusting to level 14. It is warned of the natural disaster risk at level 4 over the northwestern sea area of the North East Sea; level 3 over the northern Gulf of Tonkin. By the morning of September 26, the storm moves in a West-Southwest direction at a speed of 20-25km/h and weakens into a tropical depression and then a low-pressure area over the Upper Laos region. It is warned of the level 3 disaster risk in the northwest sea area of the North East Sea and the Gulf of Tonkin.
According to the assessment, this is an extremely strong storm, with a wide range of strong winds, and it is especially necessary to be on guard against thunderstorms before the storm directly hits (even when the storm center is still about 300-400km away). It is likely that storm No. 9 will directly affect the mainland provinces of the North and North Central regions. However, the development of the storm is still very complicated. Localities, authorities and people need to monitor and regularly update the latest storm forecasts on the development of storm No. 9.
At the conference, representatives of ministries, central branches and relevant localities quickly reported on preparations and response to storm No. 9, the implementation results of the notification of ships and boats, the situation of agricultural production, the operation of irrigation works, etc. and forecasted the possibility and measures to limit and minimize the damage caused by storm No. 9. Localities in the affected area also reported on the work of grasping the situation, preventing and responding to natural disasters, and basically making available plans.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha requested ministries, branches and localities to urgently deploy activities to prevent and respond to storm No. 9; absolutely not negligent or subjective in the face of the storm's developments; at the same time, proactively prepare all necessary plans and scenarios, and be ready to respond to possible natural disasters. Along with that, there must be unity and synchronization in the direction and operation, mobilization of forces and coordination in the implementation of storm prevention, control and response tasks from the central level to the commune, ward and special zone levels.
Deputy Prime Minister Tran Hong Ha requested the Ministry of Agriculture and Environment, the Ministry of National Defense, hydrometeorological agencies and coastal localities to regularly update and broadcast storm-related forecasts, inform boat owners, cage owners and workers at sea to proactively stop production and fishing activities, and evacuate to safe storm shelters before the storm makes landfall.
Ministries, branches and localities should learn from the experience of preventing and fighting previous storms, continue to thoroughly conduct the spirit of "4 on-the-spot" in preventing and fighting storm No. 9 and regularly grasp and update information on storms and tropical depressions forming in the East Sea to have effective response measures early and from afar.
