The teleconference of the Provincial People's Committee with 104 communes and wards
On the morning of September 8, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a teleconference of the Provincial People's Committee with 104 communes and wards in the province to assess the socio-economic development in August and deploy the tasks in September 2025. At the bridge point at the Provincial People's Committee’s Headquarters, the conference saw the participation of Members of the Provincial Party Committee’s Standing Board, leaders of the Provincial People's Committee; leaders of departments, branches and sectors of the province.

According to the report of the Department of Finance, in August and the first 8 months of 2025, the industrial situation of the province continued to grow well. The index of industrial production (IIP) in August is estimated to increase by 0.87% compared to the previous month. In the first 8 months, IIP rose by 11.37%. A lot of key industrial products increased sharply. The commodity market is stable, CPI in the first 8 months rose by 2.74%. Total retail sales of goods and services in August are estimated at VND 18,771 billion, up 5.11%; the total for the first 8 months is VND 137,780 billion, up 6.02% over the same period. Budget revenue for the first 8 months is estimated at VND 67,107 billion, reaching 121.1% of the estimate. Total mobilized capital in the area as of August 31, 2025 is estimated at VND 300,000 billion, up 7.9%; total outstanding loans of credit institutions are VND 245,000 billion, up 9.7% compared to December 31, 2024. Investment attraction continues to make a lot of improvements, in which by August 19, the whole province attracted 232 new projects, with the registered capital of more than VND 119,299 billion and 1.55 billion USD.
The province planted 96,200 hectares of winter-spring rice, with stable productivity; the main crop of longan increased by 15-20% compared to the previous year. Livestock and aquaculture remained stable. The total aquatic product output in 8 months reached more than 230,000 tons, seeing an increase of over 3%. There are 606 OCOP products.
Health care and disease prevention work continues to be maintained. The summary of the 2024-2025 school year was held and preparing to open the new school year. The cultural and sports activities were organized to celebrate the 80th anniversary of the August Revolution and National Day September 2. Social security, employment, and poverty reduction were focused on. The political situation was stable, national defense - security, social order and safety were ensured; at the same time, many major events in the province were successfully organized.
At the conference, the leaders of the Department of Finance reported on the implementation results of Decision No. 509/QD-UBND dated August 7, 2025 of five working groups to inspect and urge the disbursement of public investment capital and the operation of two-tier local governments. The Department of Home Affairs reported on the issuance of a document temporarily regulating the implementation of a number of contents on the use and management of civil servants, public employees, and workers in the two-tier local governments.
Speaking at the conference, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Khac Than basically agreed with the socio-economic results in August and the first 8 months of 2025; at the same time, frankly pointed out the limitations and causes of problems in the performance of tasks as well as the operations of two-tier local governments in the province.

Regarding the tasks in September and the last months of the year, he requested departments, branches, the People's Committees of communes and wards to continue to seriously implement the directions and conclusions of the Provincial Party Committee, the Standing Board of the Provincial Party Committee and the direction of the Provincial Party Secretary on focusing on performing solutions for socio-economic development in the last months of the year. To ensure that the commune-level government operates effectively, efficiently, and smoothly, meeting the requirements of social management and administration at the grassroots level.
He requested the Secretaries and Chairmen of the People's Committees of communes and wards to review, arrange, and assign professional staff to the right positions, beef up their capacity and strengths in conjunction with the training and fostering of cadres and civil servants with professional qualifications in information technology; operate the budget smoothly, without congestion. Sectors and localities need to improve the quality of administrative procedure settlement, especially in the fields of land, construction, and business registration; at the same time, promote decentralization and delegation of authority associated with the responsibility of the head in performing tasks. Specialized departments and branches increase staff to the grassroots to directly guide and remove difficulties for localities in the direction of On-job training.
To achieve the province's growth target of 10.5% or more in 2025, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested departments, branches and localities to focus on site clearance, closely follow the progress of ongoing projects and works; focus on reviewing and removing institutional bottlenecks. To increase budget collection, in which new space is fully exploited. To strongly implement digital transformation, in which local and unit leaders must be responsible to the Provincial People's Committee for any delays.

To continue to maintain political stability, ensure national defense - security, social order and safety, create a solid foundation for the province to develop rapidly and sustainably in the coming period.
