According to the report presented at the meeting, from July 1, 2025 to the present, the Provincial Party Committee's Propaganda and Mass Mobilization Commission has proactively and effectively advised the Provincial Party Committee’s Standing Board and the Provincial Party Committee's Standing members on comprehensively and effectively leading and directing the propaganda and mass mobilization work of the political system in the province, in accordance with the requirements and tasks in the new situation. The Provincial Party Committee's Propaganda and Mass Mobilization Commission has proactively and actively coordinated in advising, leading, directing, and organizing the serious and effective implementation of directives, resolutions, conclusions, and regulations of the Party Central Committee, the Politburo, and the Secretariat; carried out tasks serving the First Provincial Party Congress, term 2025-2030, and the 14th National Party Congress; and continued to innovate and improve the quality of studying Marxism-Leninism and Ho Chi Minh thought. The Provincial Party Committee's Propaganda and Mass Mobilization Commission advised the Provincial Party Committee’s Standing Board to organize 7 conferences to study, understand, and disseminate resolutions and directives, with the participation of nearly 4,700 connection points and over 286,000 cadres and Party members. The conference materials on resolutions were basically QR coded for cadres and Party members to access and study independently. It advised and directed the organization of propaganda on political tasks and major, prominent events of the homeland and country, creating a widespread impact among all strata of the people. It closely monitored the ideological situation of all strata of the people, proactively and promptly advising the Party committee on leadership, direction, and implementation of many effective solutions to contribute to maintaining political security and social order. It strengthened leadership and direction in the fields of culture, arts, and press and publishing. It continued to effectively implement the study and following of Ho Chi Minh's thought, morality, and style.

The work of mass mobilization has been reformed towards practicality, specificity, and focus. The "Skilled mass mobilization" emulation movement has been effectively implemented, linked with patriotic emulation movements and campaigns, arousing patriotism, self-reliance, intelligence, potential, and resources among the people, thereby contributing to strengthening the close relationship between the Party and the people. The entire province has built 102 "Skilled mass mobilization 1 + 10" models and 29 "Government accompanying and serving the people and businesses" models in communes and wards.

At the conference, delegates focused on clarifying the achievements and remaining difficulties and limitations in propaganda and mass mobilization work over the past period. They proposed solutions to better perform tasks in the future, such as: Promoting the application of information technology in combating harmful and toxic information from hostile forces and protecting the Party's ideological foundation; expediting the assessment and allocation of funds for political centers in communes and wards; and paying attention to the allowances and benefits for officials involved in the Party building work at the commune level…

Concluding the conference, Comrade Pham Quang Ngoc, Member of the Party Central Committee and Secretary of the Provincial Party Committee, acknowledged the achievements of the Provincial Party Committee's Propaganda and Mass Mobilization Commission in the past period, especially after the provincial merger with many new and difficult tasks. However, the leadership and staff of the Provincial Party Committee's Propaganda and Mass Mobilization Commission have strived to effectively fulfill their role as the Provincial Party Committee's advisory body in the fields of ideology, culture, and mass mobilization. Regarding future tasks, the Provincial Party Secretary requested the Provincial Party Committee's Propaganda and Mass Mobilization Commission to continue advising and directing the innovation and improvement of the quality of propaganda work, the thorough understanding and implementation of Party resolutions and directives; focusing on improving the capacity and qualifications of the staff, and arranging and consolidating the staff according to each job position to maximize the capabilities and strengths of each staff member. To continue to innovate thinking and methods, and clearly define the roles, functions, and tasks of advisory and implementation work in propaganda and mass mobilization; innovate professional guidance for grassroots’ propaganda and mass mobilization cadres; promote the study and following of Ho Chi Minh's ideology, morality, and style; pay attention to the orientation of culture, arts, journalism, and publishing; focus on preserving and promoting the province's historical and cultural values ​​in conjunction with sustainable tourism development. To coordinate effectively in the government's mass mobilization work, creating consensus among the people on each specific task, especially in compensation, land clearance, and resettlement for projects; pay attention to oral propaganda and building a force of collaborators and online activists with strong political acumen and professional skills. To continue to effectively carry out the work related to ethnic groups and religions; build a team of propaganda and mass mobilization officials at all levels with strong political acumen, innovative thinking, strategic planning capabilities, and close contact with the grassroots.
