The Standing Board of the Provincial People’s Committee’s Party Committee has a meeting to give comments on a number of important contents

At the meeting, the Standing Board of the Provincial People’s Committee’s Party Committee commented on the contents reported by the Department of Finance and the Department of Construction as follows: Adjusting the GRDP growth rate in the last 6 months of 2025; assigning the state budget estimate in the area; estimating the revenue and expenditure of the local budget of Hung Yen province in 2025 after the merger; the draft Resolution of the Provincial People's Council approving the consolidation of the organizational structure, charter of organization and operation of the Hung Yen Provincial Land Development Fund; proposing a policy mechanism to support Thai Binh officials to work in Hung Yen; reviewing, supplementing and performing the repair of residential areas and apartment buildings in Pho Hien ward (old Hung Yen city) to be used as official housing for officials, civil servants and public employees of Thai Binh province to work in Hung Yen province (new) and the plan to arrange and allocate the working headquarters of provincial agencies; proposing to establish a planning area near Lao Cai - Hanoi - Hai Phong railway station in Hung Yen province; the investment project to build a route from Thai Binh city to Hung Ha district, connecting with Hung Yen province.

Concluding the conference, comrade Nguyen Khac Than, the Party Secretary, Chairman of the Provincial People's Committee emphasized: Setting a double-digit growth target in the last 6 months of 2025 is completely grounded and can be achieved. However, it requires drastic, synchronous participation, high determination and great efforts of the entire political system and local authorities at all levels in the province. Along with the overall solution proposed by the Finance sector, there should be specific solutions to carry out growth targets in each sector and field, including promoting disbursement of public investment capital, clearing land for key projects, focusing on removing difficulties for enterprises, attracting non-budgetary investment, etc.

To maximize the potential and strengths after the province's merger, contributing to the set growth target, Chairman of the Provincial People's Committee Nguyen Khac Than requested departments, branches and localities to identify related bottlenecks, thereby being resolute in leadership and direction to assess, review and implement solutions to remove obstacles in each specific project. Along with that, investors are urged to promptly implement projects, speed up the progress of projects, put projects into operation soon, creating resources for society. The Department of Finance is asigned to research and advise on the allocation of growth targets for each sector, each field, and commune-level localities. At the same time, agree with the proposal on the allocation of the state budget estimate in the area; the estimate of revenue and expenditure of the local budget of Hung Yen province in 2025 after the merger of the Department of Finance.

To highly agree with the policy on the mechanism to support Thai Binh officials to work in Hung Yen, the Department of Finance is requested to review and unify the subjects, stipulate the support level and implementation time of the mechanism to encourage and motivate officials, civil servants, public employees, and workers of the Party committee and government.

The Chairman of the Provincial People's Committee also highly agreed with the policy of reviewing, supplementing and implementing the repair of residential areas and apartment buildings in Pho Hien ward to use as official housing and the plan to arrange and locate the working headquarters of provincial agencies. The Department of Construction and the Department of Finance are asigned to review and re-study the plan, clearly identify the group of subjects in need of housing, suitable for the necessary demand of the workplace of cadres and civil servants as well as propose a mechanism for quick implementation, ensuring compliance with the provisions of the law.

For the investment project to build a road from Thai Binh city to Hung Ha district, connecting with Hung Yen province, the Department of Construction is assigned to closely coordinate with agencies and units to promptly complete the contents related to the project, ready in the conditions for starting construction immediately after the project is approved for investment and construction.

Also at the conference, the Standing Board of the Provincial People's Committee’s Party Committee gave comments on the Proposal on approving the list of appointments to the positions of Commander, Deputy Commander, Assistant of the Military Command at the commune level of Hung Yen province; the draft documents to submit to the Party Congress of the Hung Yen Provincial People's Committee, term I, period 2025 - 2030; the preparations for the organization of the Congress; the proposal to establish a grassroots’ Party organization under the Provincial People’s Committee’s Party Committee; the draft Regulations on coordination between the Inspection Commission of the Provincial People’s Committee’s Party Committee and the Party Committee's advisory and support agencies and other important contents.
