At the beginning of the solemn session, on behalf of the Congress Presidium, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee reported on the results of the first working day of the Congress. Accordingly, at the first session, the Congress elected the Presidium, the Secretariat, the Delegate’s Credentials Committee; approved the Congress agenda, the rules and working regulations of the Congress; reported on the synthesis of comments on the draft documents of the 14th National Party Congress; reported and voted to approve the Report on the qualification examination of delegates to the Congress; speeches in the hall, discussions in groups to contribute ideas to the draft documents of the 14th National Party Congress and the documents of the 1st Provincial Party Congress, term 2025 - 2030.

Expanding strategic vision, confidently entering a new era with the country

In his opening speech at the Congress, Comrade Nguyen Huu Nghia, Member of the Party Central Committee, Secretary of the Provincial Party Committee affirmed: The 1st Hung Yen Provincial Party Congress was held at a time when the country has had epochal changes with its fortune, potential, position, and international prestige never before seen as today after 80 years of national independence, 50 years of national unification, and 40 years of renovation. A lot of policies and guidelines for innovation and national development in the draft documents have been submitted to the 14th National Party Congress; a lot of policies and decisions of the Central Government have been issued recently with revolutionary and strategic breakthroughs, creating a solid foundation for the successful implementation of the two 100-year goals. Hung Yen province is facing a historic opportunity with its position, strength, and overall strength, which have been significantly enhanced, especially the merger of Hung Yen and Thai Binh provinces has expanded the space, resources, and created new development momentum with a larger scale and potential, which is a strategic turning point, creating outstanding resonance values ​​to help Hung Yen province develop faster and more sustainably.

The 1st Provincial Party Congress is a historical milestone, a particularly important political event, of great significance to Hung Yen province after the merger. This is also a Congress that cadres, party members and people in the province are interested in, look forward to, and place a lot of trust and expectation on the policies and decisions on innovation and breakthrough development to create a bright future for a rich, civilized, modern, prosperous and happy Hung Yen. With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the Congress discussed and decided on the goals, tasks and solutions, including a number of policies to create breakthrough development, important strategic decisions in the next 5 years, 10 years and 20 years, aiming to build a dynamic and fast-growing, sustainable economy, becoming a modernly industrial province among the leading in the country; becoming a strong maritime economic center of the North; a smart, ecological city directly under the Central Government.

On behalf of the Presidium, Comrade Tran Quoc Toan, Permanent Deputy Secretary of the Provincial Party Committee, presented the Political Report of the Provincial Party Executive Committee for the 2020 - 2025 term. The report stated as follows: Despite facing difficulties and challenges, especially the Covid-19 pandemic, the Party Committee, the government and the people of Hung Yen have promoted the spirit of solidarity, creativity, and made steady steps "in the right rhythm of innovation, in the right direction of development" to make a comprehensive breakthrough. In particular, with the merger of Hung Yen and Thai Binh provinces, a new position and strength has been created, expanding the development space for Hung Yen province to affirm its position as an economic bright spot in the Red River Delta region.

The economy has always maintained a sustainable growth rate, averaging 9.17% per year, standing among the top in the country. The economic scale in 2025 is estimated at 328,283 billion VND. The budget has grown impressively, estimated at more than 74,432 billion VND, in the top 4 provinces and cities with the highest budget revenue in the country. Total social investment capital for the whole period is estimated at 636,304 billion VND, seeing an increase of 1.67 times over the period 2016 - 2020. The economic structure has shifted in a positive direction. The investment, production and business environment has been significantly improved, raising the provincial competitiveness index. Trade promotion activities, product introduction and branding have been developed, contributing to expanding the market for goods consumption. Total export turnover in 2025 is estimated at 11,968 million USD, seeing an average increase of 14.1%/year, 1.94 times higher than that in 2020.

The new-style rural construction program has achieved outstanding results, in which the number of communes gaining the model new-style rural areas is among the leading groups in the country. The appearance of the countryside has changed, people's lives have improved, and the poverty rate is among the lowest in the country. In addition, strategic breakthroughs in administrative reform, social infrastructure, science and technology development, and digital transformation have been carried out quite comprehensively, with some areas achieving outstanding results, especially traffic infrastructure. There has been much progress in the cultural and social fields. Health, education, and social security have received synchronous attention. Tourism has made remarkable progress.

The work of building the Party and the political system has been comprehensively promoted, achieving important results; the leadership capacity, fighting strength of the Party organization and the quality of the contingent of cadres and Party members have been significantly improved; solidarity, discipline, and unity within the Party continue to be strengthened. The Party building in terms of politics, ideology and ethics is focused on, demonstrated through the political mettle, pioneering spirit and exemplary role of cadres and Party members, which is increasingly evident. The study, dissemination and implementation of resolutions have been innovated, creating high unity within the Party and consensus among the People. Personnel work has been innovated drastically and effectively, creating positive changes in the arrangement of the apparatus, streamlining the payroll associated with improving the quality of the contingent. Inspection, supervision, Party discipline and prevention and fight against corruption and negativity have been performed synchronously and drastically, bringing about clear results, contributing to strengthening the people's trust.

Administrative reform, e-government and digital government construction have made great strides. Mass mobilization work, activities of the Fatherland Front and socio-political organizations have many innovations and creativity, boosting the role of a bridge between the Party, the government and the people, firmly consolidating the great national unity bloc.

National defense and security have been firmly consolidated, political security and social order and safety have been maintained. The effectiveness and efficiency of state management in all fields continue to be improved, associated with decentralization, delegation of power and responsibility of the head.

Sticking to the “3 breakthroughs, 5 pillars” strategy, making a breakthrough in the coming period

For the 2025 - 2030 term, the Provincial Party Executive Committee determines to continue to strengthen the building and rectification of the Party and the political system to be clean and strong in all aspects; improve the leadership capacity and fighting strength of the Party organization and party members; maintain the Party's strict organizational and disciplinary principles. To strive to develop Hung Yen province rapidly and sustainably, in the direction of industrialization, modern and civilized urban areas. To improve the capacity, level of development, application of science and technology, innovation and comprehensive digital transformation in all fields. To develop clean, ecological agriculture, apply high technology, large-scale production, with high productivity, good quality, efficiency and high added value. To develop sustainably according to the green transformation trend based on the development of a circular economy, a green economy; society develops in harmony with nature; cultural identity is preserved and promoted. To ensure national defense and security; maintain political stability, social order and safety; expand and enhance the effectiveness of foreign affairs and international integration activities; improve and comprehensively enhance the quality of people's lives both materially and spiritually.

The goal by 2035 is for Hung Yen to be a modernly industrial province, meeting the criteria of a class I urban area. By 2045, Hung Yen will be a smart, ecological city directly under the Central Government; have a modern industry that is among the leading in the country; become a strong maritime economic center in the North; rich in cultural identity, fully promoting and imbued with the core values ​​of the culture of the Red River Delta area.

To realize the set goals, Hung Yen will focus on "3 breakthroughs, 5 pillars" strategy and major groups of solutions, including building a clean and strong Party and political system; strictly performing the principle of democratic centralism... The "3 strategic breakthroughs" include: Developing science, technology, innovation, digital transformation. To develop a synchronous socio-economic infrastructure system, focus on digital infrastructure and the transport system; prioritizing the development of multimodal transport infrastructure, seaports, traffic axes connecting with highways, national highways, connecting Hung Yen province with the capital Hanoi and provinces in the Red River Delta, the Northern coastal region; the trunk roads connecting economic, industrial, urban, commercial and tourism centers of the province. To develop high-quality human resources and a team of qualified and competent officials equal to the task. To focus on comprehensive development of Hung Yen province based on "5 pillars" as follows: Developing science, technology, innovation, digital transformation as the main driving force. To develop the private economy. To promote the traditional cultural values ​​and people of Hung Yen. To boost urbanization along with urban economic development. To develop coastal economic zones.

At the Congress, delegates continued to discuss and contribute opinions on important issues and fields related to the local development practice in order to strive to implement the Resolution of the 1st Provincial Party Congress, term 2025 - 2030, turning Hung Yen into a centrally-run city before 2045.

Speaking at the Congress, Comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission, on behalf of the Politburo and the Secretariat, acknowledged and highly appreciated the efforts of the Party Committee, government and people of Hung Yen province; at the same time, warmly congratulated the comprehensive achievements that the province has reaped in the past term.

The Chairman of the Central Inspection Commission emphasized: These achievements affirm the vision, mettle, and solidarity of the Party Committee, the consensus of the People, creating an important foundation for Hung Yen to enter a new stage of development. He basically agreed with the vision to 2045 of building Hung Yen province into a modernly industrial province, a rich, prosperous, civilized, and happy centrally-run city; agreed with the viewpoints, goals, key tasks, breakthroughs, and key solutions in the coming term.

He suggested that Hung Yen clearly identify the new growth pole role of the Red River Delta, a center of high-tech industry, smart city, modern ecological agriculture, leading the country in digital transformation, green development, and administrative reform. Cultural and historical values ​​must be turned into driving forces and endogenous resources for sustainable development.

He emphasized that the province needs to review and specify the targets and tasks according to the documents of the 14th National Party Congress, the resolutions of the Central Committee and the Politburo; arrange priorities, make a reasonable roadmap, mobilize maximum social resources and promote regional linkages. On that basis, focus on such a number of key tasks as: Transform the development model towards a fast and sustainable direction based on science - technology, innovation, digital transformation; build Hung Yen into a center of high-tech industry, logistics, smart urban areas. To strive by 2030, GRDP will reach about 600 trillion VND, the average income per capita of over 190 million VND; the processing and manufacturing industry accounts for over 40% of GRDP. To develop in an ecological, organic, high-tech direction; build national brands for key products such as longan, Dong Tao chicken, rice, seafood, Canh oranges... associated with the value chain of production - processing - consumption. To create a breakthrough in training high-quality human resources, build a streamlined and modern digital government; set a target of digital economy accounting for 30% of GRDP by 2030, 100% of online public services on a unified digital platform.

To build a healthy cultural environment rich in identity; preserve and beef up heritage values, especially Pho Hien cultural space, Tran temple, Keo pagoda; develop cultural and historical tourism into an important economic sector; improve the quality of education, health care and taking care of people's health. To build a national defense posture associated with the people's security, maintain political security, social order and safety, create a stable environment for development.

To continue to build a clean and strong Party organization; strictly implement the resolutions on Party building and rectification; strengthen inspection, supervision, prevention and fighting against corruption and negativity; pay special attention to building a team of cadres with qualities, capacity, prestige, who dare to think, dare to do, dare to take responsibility.
