The second meeting of the Steering Committee for Science, Technology Development, Innovation and Digital Transformation in Hung Yen Province

To carry out the 2025 working program, departments, agencies and branches have actively and proactively advised the Provincial Steering Committee to issue decisions, develop plans, and assign tasks to members of the Provincial Steering Committee. The Department of Science and Technology presides over and coordinates with relevant agencies to advise the Provincial People's Committee to issue Plan No. 44/KH-UBND dated March 3, 2025 to implement Resolution No. 03/NQ-CP dated January 9, 2025 of the Government and Plan No. 386-KH/TU dated February 13, 2025 of the Provincial Party Committee’s Standing Board to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on the breakthroughs in science, technology development, innovation and national digital transformation (Resolution No. 57-NQ/TW). Of the total 25 tasks assigned in the first 6 months of 2025, the provincial departments, agencies and branches have completed 17 tasks, two tasks have been submitted to competent authorities, and six tasks are being performed.

Regarding the implementation of digital transformation in Party agencies, the Provincial Party Committee’s Office has advised on the development of documents to conduct digital transformation in Party agencies; coordinated with the Department of Digital Transformation - Cipher (the Office of the Central Party Committee) to carry out guidance on restructuring processes and operations to serve digital transformation for Party agencies, the Fatherland Front and provincial political organizations; organize statistics, review, arrange, edit, digitize records, documents, databases in the process of reorganizing the apparatus of the political system...

Concluding the meeting, Secretary of the Provincial Party Committee Nguyen Huu Nghia requested the Provincial Party Committee’s Office to coordinate with the Provincial Steering Committee's support team to focus on reviewing and submitting to competent authorities to perfect the Provincial Steering Committee, adjusting the assignment of tasks to members of the Provincial Steering Committee to ensure suitability and effectiveness; reviewing the working program of the Provincial Steering Committee according to task groups as well as the plan to implement Resolution No. 57-NQ/TW. The Party committees, Party organizations, agencies, units, the Vietnam Fatherland Front and socio-political organizations continue to carry out the plans of the Provincial Party Committee’s Standing Board to implement Resolution No. 57-NQ/TW; promote the digitization and storage of records and documents in accordance with regulations; strengthen propaganda and mobilization work so that cadres, Party members and people understand the meaning and role of digital transformation in social life, actively respond to the movement of the whole population participating in popularizing digital education launched by all levels and sectors. The Provincial Party Committee's Organization Commission directs Party organizations to deploy software assigned by the Central Government, including the Party member’s handbook software. The Provincial Party Committee's Inspection Commission coordinates with the Provincial Party Committee’s Office to develop a plan to inspect the implementation of Resolution No. 57-NQ/TW at Party committees and organizations at all levels; at the same time, establish a periodic reporting mechanism by week, month and quarter. The Provincial People's Committee promptly approves the program for science, technology, innovation and digital transformation development in Hung Yen province for the period 2025 - 2030, with a vision to 2045; pays attention to investing in purchasing equipment for digital transformation, especially upgrading the Public Administration Service Centers of communes and wards in the province, meeting the needs of handling administrative procedures for people and businesses; soon make a plan to recruit high-quality human resources associated with outstanding mechanisms and policies to serve the cause of science and technology development of the province. Each provincial department, agency and branch registers at least three products on digital transformation; arranges human resources to support handling difficulties and problems arising in handling administrative procedures at the Public Administration Service Centers of communes and wards in the process of performing the 2-tier local government model...
