The Resolution of the National Assembly on the 2024 Socio-Economic Development Plan
On 09/11/2023, the National Assembly issued the Resolution No. 103/2023/QH15 on the 2024 Socio-Economic Development Plan.
According to the Resolution, the overall goal of the Plan is to continue to prioritize the growth associated with consolidating and maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy. To promote and create more positive changes in implementing strategic breakthroughs, restructuring the economy associated with innovating growth models, improving productivity, quality, efficiency, competitiveness and capacity endogenous to the economy. To focus on removing institutional and policy bottlenecks; unlock resources; effectively handle problems to develop stable, safe, healthy and sustainable markets; improve the effectiveness of laws, policies implementation, and performance of public duties. To accelerate the implementation of national key infrastructure projects. To beef up administrative reform, improve the business investment environment; enhance investment attraction for the whole society, public-private cooperation; make specific mechanisms and policies to create breakthroughs in selectively attracting foreign investment, especially in emerging industries and fields, ensuring connection with the domestic economic sector, creating motivation to boost the growth. To pay attention to the comprehensive and synchronous development of the fields of culture, society, education, and health on par with economic development; focus on ensuring social security, sustainable poverty reduction, and improving the people's material and spiritual lives. To take care of policy subjects. To strictly manage and effectively use land and resources, protect the environment, proactively prevent and combat natural disasters, and respond to climate change. To continue to improve and build a streamlined apparatus that operates effectively and efficiently, streamline staffing associated with restructuring and improving the quality of cadres, civil servants and public employees. To continue to promote administrative and judicial reforms, drastically prevent and combat corruption, negativity and waste. To consolidate and strengthen national defense and security, maintain independence, sovereignty, and territorial integrity; ensure political security, social order and safety; improve the effectiveness of foreign affairs and international integration; do a good job of information, propaganda, and create social consensus; maintain a peaceful and stable environment and create favorable conditions for national development.
* Fifteen main targets:
1. Gross domestic product (GDP) growth rate is from 6.0 - 6.5%.
2. GDP per capita is about 4,700 - 4,730 US dollars (USD).
3. The proportion of processing and manufacturing industry in GDP reaches about 24.1 - 24.2%.
4. Average growth rate of consumer price index (CPI) is 4.0 - 4.5%.
5. Average social labor productivity growth rate is 4.8 - 5.3%.
6. The proportion of agricultural labor in total social labor reaches 26.5%.
7. The rate of trained workers is about 69%, of which about 28 - 28.5% have degrees and certificates.
8. Unemployment rate in urban areas is below 4%.
9. The rate of poor households (according to multidimensional poverty standards) decreases by over 1%.
10. The number of doctors per 10,000 people is about 13.5 doctors.
11. The number of hospital beds per 10,000 people reaches about 32.5 beds.
12. Health insurance participation rate reaches 94.1% of the population.
13. The rate of communes meeting new-style rural standards reaches 80%.
14. The rate of collection and treatment of urban solid waste ensuring standards and regulations reaches 95%.
15. The rate of industrial parks and export processing zones in operation with centralized wastewater treatment systems meeting environmental standards is 92%.
The National Assembly basically approves of the tasks and solutions presented by the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit and recommended by the National Assembly's agencies, at the same time recommends the Government and relevant agencies to perform well the following main tasks and solutions:
- To prioritize promoting economic growth, maintain macroeconomic stability, controll inflation, and ensure major balances of the economy
- To continue to review and improve institutions, laws, mechanisms and policies associated with improving the effectiveness and efficiency of law enforcement; boost the reduction and simplification of administrative procedures and business regulations
- To beef up the construction and development of a synchronous and modern strategic infrastructure system, especially the highway system, upgrade airports, ports, urban infrastructure, and inter-regional infrastructure
- To focus on effective and substantive implementation of economic restructuring associated with innovating growth models, strengthening capacity endogenous, and improving competitiveness for rapid and sustainable development; bolster the development of the digital economy, green economy, circular economy, e-commerce, emerging industries and fields, new and effective business models
- To focus on developing high-quality human resources associated with promoting scientific research, technological development and application, boost innovation and start-up
- To comprehensively develop cultural and social fields, ensure harmonious connection with economic development; ensure social security, improve the material and spiritual life of the people
- To proactively respond to climate change, water security, natural disaster prevention and control, strengthen resource management and environmental protection; harmoniously resolve the relationship between economic development and environmental protection
- To beef up the development of regional links, strictly implement national planning, regional planning, and provincial planning; accelerate the speed and improve the quality of urbanization and urban economy
- To continue to improve and build a streamlined apparatus that operates effectively and efficiently; further promote the prevention and combat of corruption, negativity, waste, and group benefits; tighten administrative discipline
- To strengthen and consolidate national defense and security potential, firmly protect independence, sovereignty, unity and territorial integrity; ensure political security, social order and safety
- To deploy synchronously, comprehensively and effectively foreign affairs and international integration activities; effectively exploit opportunities from partnerships and free trade agreements; maintain a peaceful, stable environment and create favorable conditions, attract resources to serve national development, consolidate and enhance Vietnam's reputation and international position
- To bolster information and propaganda, especially policy communication, improve the effectiveness of mass mobilization work, and create social consensus
In addition, the Resolution also specifically states each task, solution and implementation. The Resolution is passed by the 15th National Assembly of the Socialist Republic of Vietnam at its 6th session on November 9, 2023.
