The Provincial People's Committee works with the delegation of the Asian Development Bank
On the afternoon of October 9, Comrade Lai Van Hoan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, chaired a working session with the delegation of the Asian Development Bank (ADB) on the project to upgrade the left and right dykes of the Tra Ly River.

According to the preliminary report, the upgrading and consolidation of the dyke and embankment system of the Tra Ly River aims to proactively respond to climate change, prevent and combat natural disasters, reduce the risk of dyke failures and landslides; protect the safety of people's lives and property. When the project is completed, it will form a riverside traffic route, contributing to the development of traffic infrastructure, effectively serving the inspection, rescue and relief work, ensuring security and defense and promoting socio-economic development. The implementation of the project also aims to create aesthetics and architectural highlights in the urban and rural planning of the province.
As expected, the total investment of the project is about 200 million USD, of which the ADB loan is about 160 million USD and the domestic counterpart capital is about 40 million USD. The project will be implemented in the wards and communes of Thai Binh, Tran Lam, Tra Ly, Dong Quan and Dong Thai Ninh, in the period of 2026 - 2029.
At the meeting, delegates exchanged and discussed key contents related to the project such as route plan, site clearance, environmental protection, efficiency and sustainability of the project, loan method and time, project implementation form...
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Lai Van Hoan acknowledged and highly appreciated the consultations and recommendations of the Asian Development Bank delegation. He emphasized: Hung Yen province completely agrees with the orientation and objectives of the project; at the same time, he hoped that the project would soon be implemented effectively, economically and in accordance with reality, contributing to the sustainable development of the province's irrigation and transport infrastructure system.
The Vice Chairman of the Provincial People's Committee assigned relevant departments, branches and units to closely coordinate with the working group of the Asian Development Bank, absorb recommendations, complete documents, carefully study feasibility, clearly assess socio-economic efficiency, ensure connectivity and synchronization with key infrastructure projects that the province is implementing as well as contribute comments to the draft memorandum of understanding between the People's Committee of Hung Yen province and the Asian Development Bank regarding cooperation contents in the coming time.
