The Provincial People's Committee works with JICA on transport infrastructure and urban environment development
On the afternoon of August 11, Mr. Nguyen Manh Quyen—Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee—chaired a working session with a delegation from the Japan International Cooperation Agency (JICA), led by Mr. Kobayashi Yosuke, Chief Representative of the JICA Vietnam Office. The two sides discussed cooperation regarding the development of transport infrastructure and the urban environment. The meeting saw the participation of Vice Chairmen of the Provincial People's Committee and leaders of various provincial departments and agencies.
At the working session.
JICA representatives outlined four pillars of cooperation to support Vietnam's new growth reform model as follows: science, technology, innovation, and digital transformation; domestic enterprise growth and deeper integration into global value chains; investment environment; and strategic infrastructure. The strategic infrastructure pillar focuses on the development of urban railways, ports, roads, bridges, and drainage and flood control systems, while also emphasizing technology transfer from Japanese enterprises to Vietnamese ones. JICA representatives expressed a desire to strengthen cooperation with Hung Yen province in areas aligned with JICA's support priorities—particularly transport infrastructure, seaports, logistics, and the urban environment—as well as other sectors with potential for mutual collaboration.
Mr. Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, presents the potential and advantages of Hung Yen province at the meeting.
Speaking at the meeting, Mr. Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee emphasized that this was an opportunity for both sides to exchange views and share cooperation orientation regarding the urban environment, as well as transport infrastructure covering roads, railways, seaports, and logistics.
In recent years, Hung Yen province has concentrated resources on gradually upgrading its transport infrastructure to ensure synchronization and modernity, while strengthening both intra-provincial and regional connectivity. However, the province's transport infrastructure still faces certain limitations; notably, waterway infrastructure has not fully realized its potential, and the province lacks general port terminals and container with sufficient capacity to meet import-export demands, as well as a large-scale logistics hub serving as a regional focal point. Currently, Hung Yen is studying the development of a transport axis connecting the gateway to Hanoi with the Diem Dien seaport area; this initiative aims to enhance links between the seaport and logistics hubs, industrial zones, and road and waterway networks, thereby driving socio-economic development.
Hung Yen province identifies seaport and logistics development as a key strategic breakthrough. The province aims to modernize its seaport facilities, gradually increasing vessel reception capacity and expanding functions to include general-purpose port, container, specialized port, and liquid/gas cargo handling, all integrated with logistics systems, industrial zones, and road and waterway networks. The province seeks JICA’s interest in conducting studies and surveys, as well as providing investment support for the Diem Dien port terminal complex; the initial plan targets a capacity to accommodate vessels of up to 50,000 DWT, with future phases exploring expansion to handle vessels up to 200,000 DWT.
At present, the local drainage and wastewater treatment systems lack synchronization; in many urban areas, wastewater is still collected together with rainwater, and there are disparities in collection and treatment rates across different areas. The province looks to JICA to share expertise and provide support in planning and investing in wastewater collection and treatment systems, including the selection of energy-efficient, environmentally friendly technologies and in enhancing management and operational capabilities. In particular, the province seeks to explore wastewater treatment solutions linked to the Bac Hung Hai irrigation system. This is an inter-regional issue involving Hanoi, Bac Ninh, Hai Phong, and Hung Yen, requiring synchronized solutions to enhance environmental protection, water quality, and sustainable urban development.
The JICA delegation at the meeting led by Mr. Kobayashi Yosuke, Chief Representative of the JICA Vietnam Office.
The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee expressed the hope that JICA and Japanese agencies and organizations would continue to support Hung Yen in researching and investing in urban environmental, transport, railway, and seaport infrastructure. He called for the mobilization of resources and the connection of capable, experienced Japanese investors and enterprises to the province’s projects, as well as support in attracting Japanese businesses to develop industrial zones and clusters, high-tech economic zones, logistics, and commercial facilities in the province.
He affirmed that Hung Yen would continue to improve its investment environment, accelerate administrative reform, and proactively coordinate with central agencies, international partners, and investors. The province is committed to creating favorable conditions within its jurisdiction to ensure that cooperative programs and projects are carried out effectively, on schedule, and sustainably. He expressed confidence that, by combining Japan’s experience, technological capabilities, and resources with Hung Yen’s determination to innovate and develop, the partnership between the province and JICA would continue to expand and deepen, yielding concrete and practical results.
Mr. Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, presents a commemorative gift to the JICA delegation.
