On the morning of September 24, Mr. Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, chaired a meeting with the Construction Investment Project Management Board No. 01 on the implementation status of 24 projects that have missed their site clearance deadlines, in accordance with the Provincial People's Committee's directives.
The meeting saw the participation of Mr. Nguyen Le Huy, Member of the Provincial Party Committee’s Standing Board and Standing Vice Chairman of the Provincial People's Committee; Mr. Lai Van Hoan, Member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee; and leaders of various provincial departments, agencies, and localities.

Delegates attend the meeting.
According to the report of the Construction Investment Project Management Board No. 01, acting on the Provincial People's Committee's directives, the Board has proactively coordinated with local authorities to hold meetings, review progress, and resolve difficulties and obstacles regarding site clearance for 24 projects, which the Board acts as the project owner but has not yet handed over 100% of the cleared sites to construction contractors.
To date, site clearance has been completed for one project, while 23 projects have remained unfinished according to the Provincial People's Committee's directives. While some localities have shown positive progress, others have not completed site clearance as required.
The key difficulties and obstacles relate to such issues as inconsistent or inaccurate land origin and management records across different periods; the valuation of land price, particularly residential and resettlement land; the determination of eligibility, allocation quotas, locations, and areas for resettlement; and the finalization of related procedures, all of which impact the progress of land recovery and site handover.
Mr. Nguyen Le Huy, Standing Vice Chairman of the Provincial People's Committee, speaks at the meeting.
Mr. Lai Van Hoan, Vice Chairman of the Provincial People's Committee, speaks at the meeting.
A leader of the Department of Finance speaks at the meeting.
A leader of the State Treasury speaks at the meeting.
A leader of the Office of the Provincial People's Committee speaks at the meeting.
A leader of Pham Ngu Lao commune speaks at the meeting.
In his concluding remarks, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee emphasized that site clearance is a key, urgent task, requiring all levels and sectors to engage with a spirit of determination, urgency, and the highest sense of responsibility.
Mr. Nguyen Manh Quyen, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, delivers directives at the meeting.
He requested that the Construction Investment Project Management Board No. 01 coordinate closely with departments, sectors, and local authorities to review all projects whose site clearance remains incomplete; establish specific schedules for each project and task; and clearly define the personnel in charge, deadlines, and required outcomes.
The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee urged the People's Committees of communes and wards affected by the projects to uphold the role and responsibility of local authorities; to be flexible and creative in raising awareness, mobilizing support, and engaging in direct dialogue with residents; and promptly address petitions and obstacles within their jurisdiction. For cases meeting the eligibility criteria and procedural requirements, procedures must be urgently finalized to hand over the site, while fully ensuring the legitimate rights and interests of the residents. Relevant departments and sectors must proactively provide guidance and resolve difficulties for local authorities; the matters within their jurisdiction must be settled promptly, minimizing the need for files to pass through multiple stages or administrative levels.
Regarding the projects behind schedule, he requested a clarification of both objective and subjective causes as well as the responsibilities of relevant organizations and individuals; he assigned the Office of the Provincial People's Committee to monitor and compile the implementation status. Any issues arising that exceed the scope of local authority must be promptly reported to the Provincial People's Committee for direction and resolution.
Emphasizing the need to accelerate site clearance, facilitate project progress, and strive to meet public investment disbursement targets, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee urged all levels and sectors to treat this as a peak period, dedicate maximum human resources and time to address every specific task and bottleneck. Localities are required to concentrate resources and mobilize the entire political system to ensure the handover of 100% of cleared sites where conditions permit by September 30, 2026. For locations involving residential land, resettlement issues, or complex procedures, specific roadmaps and completion deadlines must be established, with full accountability for adhering to the committed schedules.
